David Fitzgerald

Director, Management & Accountability Group

Experience: David Fitzgerald joined the Commission after serving more than 29 years as a Navy Supply Corps Officer specializing in acquisition and contract management. He retired as a captain. His Navy assignments included: Commanding Officer, U.S. Naval Regional Contracting Center (NRCC), Singapore; Director, Navy Field Contracting System; Director of Contracting, Fleet and Industrial Supply Center, Norfolk; Acting Officer in Charge, NRCC, Washington, DC; Contracting Officer/Contract Specialist, Naval Air Systems Command; Director, ACAT III Navy Cash Program; and acquisition faculty, Naval Postgraduate School. He was the military member on the Navy’s contracting organizational-alignment study team (NCOAST) in 1997. David also has extensive experience as a logistician/supply officer, base commander and director of Navy food-service, disbursing, household goods, and postal operations. He also served aboard USS Hunley (AS-31) and USS Puffer (SSN-652). He provided contracting support during relief efforts for the Southeast Asia tsunami and Hurricane Andrew in Florida.

Certifications: Certified Professional Contracts Manager, Certified Paralegal (Old Dominion University), DAWIA Level III Contracting, Navy Acquisition Professional Community Member.

Education: B.A., chemistry, The Citadel; M.S., business administration, Boston University; M.S., management (acquisition and contract management), U.S. Naval Postgraduate School; Senior Executive Program, Columbia University Business School.
