Norbert Doyle

Experience: Norbert (Norb) Doyle retired from the Army in May 2008 as a colonel after 26 years of service. Prior to joining the Commission, he was Director of Contracting for the U.S. Securities and Exchange Commission.

His last active-duty assignment with the Army was as the Director of Contracting for the U.S. Army Corps of Engineers. He oversaw some 1,200 contracting professionals and support staff around the world, including Iraq and Afghanistan, obligating over 20 billion dollars in 2007. He was involved in supporting the Global War on Terror and the Corp's response and recovery missions for Hurricanes Katrina and Rita in 2005. He has testified before Congress and the Army's Gansler Commission.

Norb's other acquisition assignments include commanding a DCMA office overseeing a major defense contractor in Orlando, FL. He also served as Commander's Executive Officer at DCMA headquarters and as a team leader at Defense Contract Management Command (DCMC) Boston. While at DCMC Boston, Norb deployed to Bosnia as a team deputy commander working on LOGCAP, interpreter, and fuels contracts. Norb's first acquisition assignment was as a contracting officer and deputy director of an acquisition center for Army Materiel Command, Rock Island, IL.

Norb was commissioned into the Army as an infantry officer. He served in the 82nd Airborne Division and commanded an airborne-infantry company in the 6th Infantry Division in Alaska. A master parachutist, he is Ranger and Pathfinder qualified.

Certifications: DAWIA Level III in Contracting; Federal Acquisition Certification - Contracting Level III.

Education: B.S., general engineering, U.S. Military Academy; MBA, University of Florida; M.S., National Resource Strategy, Industrial College of the Armed Forces.
