Research

The Commission has developed a comprehensive plan to listen and learn from the American people. From January to December 2018, we traveled across the nation. We held public meetings, engaged in small group discussions, conducted interviews, and extensively researched previous work on these topics. We also heard from thousands of Americans who shared ideas and experiences directly with the Commission. All of this valuable input is critical to our ability to develop recommendations on the Selective Service System and ways to increase participation in military, national, and public service.

After two-and-half years of extensive research, public hearings, and conversations with Americans across the country, the Commission released its final report, Inspired to Serve. The Commission’s final report contains 164 recommendations addressing civic education, the federal workforce, national service programs, military service, and the selective service system.

Reports

The Commission plans to issue two reports. On January 23, 2019, the Commission released its Interim Report. On March 25, 2020, the Commission released its final report, Inspired to Serve, and Legislative Annex.

Fact Sheets

With the release of the final report, Inspired to Serve, the Commission has fact sheets for some of the recommendations. All fact sheets can be found here

Hearings

The Commission will host fourteen public hearings on policy options we are considering for the Final Report. Two weeks in advance of each hearing, the Commission will release a staff memo outlining policy options under consideration for each hearing theme. More information can be found here.

Public Comments

On January 1, 2020, the Commission formally concluded its public comment process. Public comments supplement research efforts and are one of many factors under consideration as the Commission deliberates its recommendations to the Congress, the President, and the American people. The Commission solicited input from the public since January 2018, and welcomed comments from the public on any aspect of the Commission's mission and feedback on the staff memorandum. All public comments submitted to the Commission can be found here.
