5-Star Energy Program

This program is part of the City of Houston’s HOPE Homes Program to reinvest in some of Houston’s historic neighborhoods through a combination of stabilization activities and by supporting locally-led community building activities. The goal of Houston HOPE Homes is to build strong neighborhoods that meet the needs of their current residents and are attractive to new and returning families. The City’s 5-Star Energy Program will use ARRA funds to purchase energy efficient upgrades for HOPE homes. Builders will contract with the City to install stand-alone energy efficient upgrades on newly completed HOPE homes that qualify with a minimum Home Energy Rating System (HERS) rating of 60. Upgrades may include:

  • Photovoltaics
  • Solar Thermal
  • Wind turbine
  • Energy Star Appliances
