The National EDRR System for Invasive Plant, which is based on the FICMNEW EDRR Conceptual Design Plan, includes a network of local, state, regional, and national invasive plant partner groups dedicated to weed prevention and a new biological protection ethic on the use and spread of exotic plants. An online EDRR Network Reporting System is currently being developed that will act as a clearinghouse for information on new invasive plants, and will serve as a coordinating mechanism for Phase 2 of the National EDRR Project for Invasive Plants (Development and Testing of EDRR System Elements and Processes). The Hawaii Early warning system is a queryable database listing known occurrences of nonindigenous species by site so managers are able to determine if an occurrence is either a new species or a new introduction. When a new occurrence takes place, an assessment takes place and alerts are sent out to appropriate agencies. This is a pilot for an expanded early warning system. The second State will be Texas.

Narrative Description:
Various NOAA programs have developed a volunteer monitoring component. Volunteers are trained and given a contact point for reporting. They include activities such as a coastal monitoring system set up by Massachusetts Coastal Zone Management, a volunteer monitoring system in west coast Research Reserves (initially set up in Elkhorn Slough), working with skin divers through the Reef Environmental Education Foundation, and working with Lake Owners Associations in Michigan to document zebra mussel occurrence. In addition, various State Sea Grant programs have issued identification cards for known threats, e.g. Asian carp, fishhook water flea, water chestnut, hydrilla, caulerpa, Chinese mitten crab, etc., that have been distributed to user groups such as fishers and recreational boaters.

The Hawaii Pest Hotline is a statewide number that serves the public. It routes calls to the HDOA office on the island where the call originated. These calls are logged into the HDOA Invicta database. Follow up and response is handled on a case by case basis. Many reports will be forwarded to other agencies using a phone tree. There is an effort by PBIN to integrate the Invicta system with the Maui County Reporting Tool so that information and reports can be exchanged in an automated and digital fashion. This Pest Hotline only recently went live (Jan 06).
