Vice President Joe Biden called on every governor to hold a college completion summit, released a "tool kit" of suggested completion strategies, and announced new innovation funds for colleges to boost completion levels.

Secretary Duncan visited a school implementing an inclusion program, spoke at the American Association of People with Disabilities conference, and vowed to end the "2% rule."

"I want every child in this country to head back to school in the fall knowing that their education is America’s priority," President Obama said. "Let’s fix No Child Left Behind."
