Harnessing Technology to Make the NRC More Effective and Efficient

There was a time when Federal employees had better computer equipment in their offices than what they could purchase for themselves at a local consumer electronics store. While I can’t pinpoint what year that reality switched, it is now a firm truth that our staff can buy advanced computers, amazing smart phones and tablet computers for their own use while government agencies like the Nuclear Regulatory Commission (NRC) have generally lagged behind in what types of technology is being provided.

IT Reform at the Nuclear Regulatory Commission

I want to take this opportunity to share some information regarding government-wide initiatives in Information Technology (IT) Reform and what NRC is doing to support them. We are facing many changes in overall government based on tighter budgets, resource constraints, the emphasis to reduce government spending, and we can expect some things to be different in the future.

IT Reform: NRC Meeting Challenges with Improved Technology

The last six months have been incredibly busy here at the NRC – not just in response to the tragic events in Japan – but also with our inspections, public meetings and licensing reviews. One way we’re meeting the challenge is with improved technology.

Enterprise Content Management (ECM)

The ECM program provides the organizational capabilities needed for continual support and delivery of the agency’s document and information needs. The NRC’s ECM program aims to keep pace with the demands of NRC’s licensing, regulatory, and adjudicatory obligations and deliver enhanced technologies to NRC users. ECM includes the processes and technologies that combine to support the full lifecycle of NRC’s information. Content management involves organizing, categorizing, and structuring information so that it is appropriately managed in all aspects of the information life cycle. These include: creation, storage, management, retrieval, and disposition. The ECM vision is to improve the quality, efficiency, and security of our regulatory and administrative business processes by providing appropriate access to information when needed, regardless of location or access device.

Electronic Submittals Application

The NRC has an established electronic submittals application that allows certain information pertaining to licensing actions, associated hearings, and other regulatory matters to be transmitted to the agency electronically. The application ensures that documents sent to the NRC via the Internet are secure and unaltered during transmission. The Electronic Submittals application and associated workflows supports adjudicatory submissions (used for filings made to the Commission or Atomic Safety and Licensing Board proceedings), criminal history (used by NRC’s licensees to transmit background check information to the NRC), Fitness for Duty (used by NRC’s licensees to meet reporting requirements), and general submissions (used for transmitting reports or other electronic filings to the NRC). Users of the system must possess a digital certificate issued by the NRC. Additional information may be found at http://www.nrc.gov/site-help/e-submittals.html.
