IT Reform: IT Program Manager Becomes an Official Title

The IT Program Manager leads, coordinates, communicates, integrates and is accountable for the overall success of the program.

The Office of Personnel Management (OPM) has formally added and defined the Information Technology Program Manager title, according to a May 31st memorandum.

The creation of the IT Program Manager title supports Point 7 of the 25 Point Implementation Plan to Reform Federal IT Management, which calls for the Federal Government to design a formal IT program management career path to help compete with the private sector, and to attract and retain a more effective IT workforce.

“Agencies are encouraged to utilize the new title as soon as possible to meet the intent of the White House 25 Point Plan to better identify, recruit, select, and develop a cadre of high-performing IT Program Managers,” notes OPM’s May 31st memorandum.

The IT Program Manager title joins the IT Project Manager and IT Specialist titles in the 2210 series. OPM originally released a draft proposal for the IT Program Manager title in March soliciting feedback.

“The IT Program Manager leads, coordinates, communicates, integrates and is accountable for the overall success of the program, ensuring alignment with critical agency priorities. They are responsible for ensuring the work efforts achieve the outcome specified within the agency’s business strategy, including appropriate strategic, life cycle management and capital IT investment plans,” according to the Job Family Standard for Administrative Work in the Information Technology Group, 2200.
