Office for Civil Rights

The Office for Civil Rights (OCR), part of the U.S. Department of Health and Human Services, helps to protect Americans from discrimination in certain health care and social service programs. OCR also helps to protect the privacy of Americans’ health information held by health insurers and certain health care providers and health insurers. People living with HIV/AIDS who believe their civil rights have been violated in health care or human services programs, or who believe that their health information privacy rights have been violated, may file a complaint with OCR.
