A New Era in Federal IT Management

Since its release in December 2010, the 25-Point Implementation Plan has led to a fundamental change in how the government manages $80 billion in annual IT investments. The report details specific deliverables in 6-, 12-, and 18-month increments that require work across the entire Federal enterprise.

The government is making steady progress in executing the reforms outlined in the 25-Point Plan, delivering many ahead of schedule. More information on implementation of the 6-month deliverables is below — this page will be updated as execution of the plan continues.

This past year, in keeping with OMB's IT Reform agenda, we focused significant effort on strengthening the governance process for IT investments at NSF. Additional rigor and discipline in our decision-making process helps us maximize every dollar invested; similarly, meaningful engagement of senior Foundation officials in the investment process improves our ability to maximize IT "cost avoidance." A year has passed since the official kickoff of the 25-point Implementation Plan to Reform Federal Information Technology Management. A significant amount of work and progress has been made across government, and, indeed, it feels like we have accomplished so much at the Department of Education (the Department). A few highlights include our leadership role in growing capabilities and communities around the data.gov platform, continued consolidation of data centers, migration of real business applications to shared services, significant reduction of .GOV domains and use of a standard value measurement methodology to help prioritize how we invest scarce IT dollars.
