Administration for Children and Families

The Administration for Children and Families (ACF), part of the U.S. Department of Health and Human Services, is responsible for Federal programs that promote the economic and social well-being of families, children, individuals, and communities. ACF programs have a strong commitment to working with vulnerable populations, including people with developmental disabilities, runaways, children in foster care, refugees, and migrants, to address their needs, strengths, and abilities. Among the programs ACF supports are education programs for youth that promote personal responsibility and include information on reducing high-risk sexual behavior, contraception, and HIV and other STDs.

ACF’s Family and Youth Services Bureau administers programs addressing Runaway and Homeless Youth, Family Violence Prevention Services, and Teen Pregnancy Prevention.  These programs serve clients who have HIV/AIDS and do not discriminate.  Our grantees provide education and resources relating to HIV as part of many services they provide to victims of domestic violence and youth. For example, using ACF’s State Personal Responsibility Education Program (PREP) funds, Louisiana's state health department is targeting young males who have sex with males (YMSM) as part of their State PREP project based on the fact that, according to the CDC, from 2005 to 2008, YMSM aged 13–24 years had the greatest percentage increase in diagnosed HIV infections of all age groups in the U.S.
