Strategic Planning for Program Implementation
In this section resources are provided that can assist managers and administrators with strategic planning and in addressing systemic issues identified in Child and Family Services Reviews, such as barriers to adoption for children from foster care.

National Child Welfare Resource Center for Organizational Improvement
Provides training and technical assistance to assist States and Tribes with strategic recruitment planning. This work includes helping agencies integrate and coordinate their various plans (i.e., PIPs, CFSP, APSRs, etc.) and State-wide initiatives to support their overall vision and to achieve their desired service goals for children and families.
