JOB SUMMARY:

ABOUT THE AGENCY: The Export-Import Bank of the United States (Ex-Im Bank) is an independent federal agency that helps create and maintain U.S. jobs by filling gaps in private export financing at no cost to American taxpayers. In the past six years, Ex-Im Bank has earned for U.S. taxpayers $3.7 billion above the cost of operations. The Bank provides a variety of financing mechanisms, including working capital guarantees, export-credit insurance and financing to help foreign buyers purchase U.S. goods and services. The Export-Import Bank Office of the Inspector General (Ex-Im Bank OIG) was organized in 2007 as an independent office within Ex-Im Bank to support its mission and goals by detecting and responding to fraud, waste, and abuse and promoting economy and efficiency in Ex-Im Bank programs and operations.

ABOUT THE POSITION: The Inspector (Structured Loan Specialist), located in Washington, D.C., will evaluate Export-Import Bank programs, policies and procedures, and operations; conduct inspections of Ex-Im Bank transactions; identify possible fraudulent, abusive, inefficient, or wasteful practices; and recommend corrective action to promote economy and efficiency in programs and operations.

  • Are you interested in independently performing inspections and evaluations to assess the management, efficiency and effectiveness of Ex-Im Bank programs and operations?
  • Do you have experience reviewing and evaluating bank operations, portfolio risk, structured credit due diligence, policies, rules, regulations, and applicable law?
  • Do you have experience designing and organizing program evaluations and inspections, including the scope, methodology, objectives, timetable, and points of inquiry?

Applicants must meet the following selective placement factor in order to be considered:

  • Experience in analyzing complex bank financing including project finance, trade finance and construction lending,(i.e., understanding of financial statement analysis, intermediate accounting, cash flow lending and credit analysis).

The incumbent:

  • Serves as a member of a team that conducts inspections and evaluations of Ex-Im Bank-funded projects, transactions, programs, and operations to assess vulnerabilities in programs, policies, and systems.
  • Identifies possible fraudulent, abusive, inefficient, or wasteful practices and recommends corrective action.
  • Designs and organizes program evaluations and inspections, including the scope, methodology, objectives, timetable, and points of inquiry.
  • Conducts data and trend analyses of Ex-Im Bank programs and operations to assess program efficiency and effectiveness.
  • Assists with the assessment of Ex-Im Bank program delivery and the adequacy of program operations in meeting the needs of the recipient groups.
  • Conducts post-closing inspections of transactions and files to determine compliance with Bank policies and procedures, proper documentation, credit and structured finance best practices, and adequacy of due diligence
  • Conducts physical inspections of projects overseas.
  • Prepares draft report segments for the review, evaluation or audit areas assigned, describing findings, conclusions, and recommendations.
  • Collects and analyzes a wide range of data and reports pertaining to programs and functions that involve management, internal controls, best practices and other assigned review areas.
  • Participates in the development of legislative, regulatory, policy, or operational improvements based on the results of OIG inspections, evaluations, and related analyses.

TIME-IN-GRADE REQUIREMENTS: Applicants applying under merit promotion must meet applicable time-in-grade requirements to be considered eligible. One year of experience at the GS-11 or equivalent grade level is required for the GS-12 level and one year of experience at the GS-12 or equivalent grade level is required for the GS-13 level. APPLICANTS MUST SUBMIT AN SF-50 THAT SHOWS TIME-IN-GRADE ELIGIBILITY AS SUPPORTING DOCUMENTATION.

Minimum Qualifications for the GS-12 level:

Specialized Experience: One year of specialized experience, equivalent to the GS-11 level in the Federal service:

  • assisting with evaluating bank programs to assess vulnerabilities and provide analyses;
  • assisting with evaluating bank policies and systems to ensure regulatory compliance;
  • developing recommendations for improving bank programs performance and efficiency;
  • gathering bank information to develop and support significant findings; and
  • assisting with designing and organizing bank program evaluations and inspections, including the scope, methodology, objectives, timetable, and points of inquiry.

Minimum Qualifications for the GS-13 level:

Specialized Experience: One year of specialized experience, equivalent to the GS-12 level in the Federal service:

  • evaluating bank programs to assess vulnerabilities and provide analyses;
  • evaluating bank policies and systems to ensure regulatory compliance;
  • developing recommendations for improving bank programs performance and efficiency;
  • leading, designing, and organizing bank program evaluations and inspections, including the scope, methodology, objectives, timetable, and points of inquiry;
  • gathering and analyzing bank information to develop and support significant findings; and
  • preparing bank evaluation and inspection reports for management.

THERE IS NO SUBSTITION OF EDUCATION AT THE GS-12 AND GS-13 LEVELS.
