The American Recovery and Reinvestment Act of 2009 (Recovery Act) authorizes the Centers for Medicare & Medicaid Services (CMS) to provide incentive payments to eligible health care professionals and hospitals when they adopt, implement, upgrade, or meet meaningful use of certified electronic health record technology.

Medicare EHR Incentive Program

Eligible professionals (EPs) can receive up to $44,000 over five years.

  • To receive the maximum incentive payment, must begin participation by 2012.
  • Starting in 2015, the Medicare reimbursement of EPs who do not successfully demonstrate meaningful use will be adjusted.

Medicaid EHR Incentive Program

Eligible Professionals can receive up to $63,750 over six years.

  • Medicaid EHR incentives are administered voluntarily by states and territories.
  • Programs began in 2011 and may continue through 2021.

* Enrollment ends in 2016.
