  • Pennsylvania VOTER ID Requirements

If you don’t currently have a VALID photo ID follow these steps to obtain one:

    1.  Go to a PennDOTDriver’s License Center to obtain a photo ID

    2.  Must fill out PennDOT photo ID application

    3.  Sign an Oath/Affirmation that:

    • he/she is a registered PA voter
    • he/she does not have any photo ID that will be acceptable at the polls and
    • he/she requires proof of identification for voting purposes.

    IN ADDITION, voters must produce:

     1. A social security card, and

     2.  An official birth certificate (with a raised seal), certificate of U.S. citizenship, certificate of naturalization or a valid U.S. passport,* and

    3. Two proofs of residency, such as a lease agreement, mortgage documents, W-2 form, tax records or current utility bill.

Most voters who were born in Pennsylvania do not have to get an official birth certificate in order to get a photo ID for voting. PA-born voters can go to a PennDOT Driver’s License Center and fill out Form (Request for Certification of Birth Record for Voter ID Purposes Only). Ask a PennDOT customer service representative to forward the request to the PA Department of Health (which houses the Division of Vital Records) to certify the voter’s birth record. This process can take up to 10 days and is FREE OF CHARGE. If the Department of Health can certify the voter’s birth record, he/she will get a letter back confirming this and also told when they can pick up their voter ID for voting.

Every state is different…voters who were born outside of Pennsylvania should contact the Vital Records Office in the state where they were born to find out how to obtain a birth certificate.

    Acceptable Voter photo IDs include:

    1. A PA driver's license: Must be currently valid or expired less than 12 months at the time the voter is casting a vote.

    2. An ID issued by PennDOT: Must be currently valid or expired less than 12 months at the time the voter is casting a vote.

    3. A U.S. passport: Must have an expiration date. Expiration date must be after 11/6/12.

    4. An active duty or retired U.S. military ID, including an ID for members of the PA National Guard: No expiration date required.

    5. A military dependent’s ID: Must have an expiration date. Expiration date must be after 11/6/12.

    6. An employee ID issued by federal, PA, PA county or PA municipal government. (A School District employee ID is not acceptable.) Must have an expiration date. Expiration date must be after 11/6/12.

    7. An ID issued by an accredited PA university, college, seminary, community college or two-year college to students, faculty, employees and alumni. Must have an expiration date. Expiration date must be after 11/6/12.

    8. An ID issued by a PA care facility (such as a long-term care nursing facility, assisted living residence or a personal care home). Must have an expiration date. Expiration date must be after 11/6/12.

Voters who forget to bring ID to the polls in the November 2012 General Election can vote by provisional ballot. Their vote will be counted, as long as the voter returns a copy of their acceptable ID and affirmation letter to their county within 6 calendar days. Affirmations and copies of ID may be returned to the county in person, by mail, fax, or via email.
