Office of Special Health Affairs

The Office of Special Health Affairs (OSHA) provides overall leadership, direction, coordination, and planning in support of HRSA cross-cutting health programs. OSHA comprises the following: Emergency Preparedness and Continuity of Operations; Global Health Affairs; Health Equity; Health Information Technology and Quality; and Strategic Priorities.

Core Functions

Develops, coordinates and supports policies, strategies and initiatives that are cross-cutting; also works collaboratively across the U.S. Department of Health and Human Services and the Federal Interagency to promote HRSA’s priorities

Plans and directs activities to advance health equity, improve health for underserved populations and eliminate health disparities in racial and ethnic minorities.

Provides leadership and direction to improve the delivery and quality of oral and behavioral health care; promotes the integration of oral health and behavioral health into primary care practice.

Provides leadership and direction in the development of policies on health information technology and quality and leads the dissemination across the agency.

Leads efforts to improve health status globally through collaboration, coordination and the exchange of information and best practices within HRSA programs, HHS, other U.S. government (USG) agencies and non-governmental partners in other countries. 

Coordinates HRSA’s activities related to emergency preparedness, planning, policy, and continuity of operations and government.

Ensures that HRSA is capable of performing mission essential functions during natural and man-made disasters.
