The Children’s Health Insurance Program Reauthorization Act (CHIPRA) provides 4 grant opportunities to states, local governments, community-based, non-profit and other organizations to support children’s health insurance enrollment and outreach:

CHIPRA Grants - Cycle 2

On August 18, 2011, CMS awarded a second round of $40 million in CHIPRA outreach and enrollment grants to 39 grantees in 23 states to support outreach activities and enrollment of children who are eligible for Medicaid or CHIP. Each grant focuses on one of these areas:

1. Using Technology to Facilitate Enrollment and Renewal
2. Focusing on Retention: Keeping Eligible Children Covered for as Long as They Qualify
3. Engaging Schools in Outreach, Enrollment and Renewal Activities
4. Reaching Out to Groups of Children that are More Likely to Experiences Gaps in Coverage
5. Ensuring Eligible Teens Are Enrolled and Stay Covered

CHIPRA Grants - Cycle 1

The first $40 million in Federal grant funds was awarded to 69 recipients on September 30, 2009 across 42 states and the District of Columbia:

• 49 grantees are individual organizations or states
• 20 grantees are groups of entities working together as consortiums that include the CHIP or Medicaid agency in that state

All grantees committed to reaching out to under-served populations more likely to be uninsured. The grantees have 2 years to spend the grant funds and are expected to report enrollment data and other information that the U.S. Department of Health and Human Services will use to evaluate the success of these projects.

 CHIPRA American Indian Alaska Native Grants

In April 2010, CMS awarded $10 million in federal grants to Indian health providers to enroll and retain eligible American Indian and Alaska Native children in Medicaid and CHIP.

Prospective Payment System Transition Grants

CHIPRA allocated $5 million in grant funds to help states transition to making payments for services provided by Federally Qualified Health Centers (FQHCs) and Rural Health Clinics (RHCs) under a prospective payment system (PPS). States that that operate a separate CHIP program or a combination program were eligible for these grants.  On January 11, 2012 CMS announced the availability of a second round of grant funding to enable States to continue their work on this issue.  The grant Funding Opportunity Announcement is available on www.grants.gov.
