Frequently Asked Questions

Pursuant to the Inspector General Reform Act of 2008, Public Law 110-409, the Integrity Committee (IC) of the Council of the Inspectors General on Integrity and Efficiency (CIGIE) is charged with receiving, reviewing, and referring for investigation, where appropriate, allegations of administrative (non-criminal) misconduct against Inspectors General (IGs), and, designated senior staff members of the Office of Inspector General.

The IC's memberships consists of the Federal Bureau of Investigation's representative to the CIGIE, who serves as Chairperson of the IC; The Special Counsel of the Office of Special Counsel, the Director of the Office of Government Ethics; and 4 IG's from the CIGIE.

The IC meets quarterly, or as appropriate, to review new allegations. Complaints that fall under the purview of the IC are assigned a tracking number and will be added to the next IC meeting agenda.

Threshold Standard:
Complaints must fall within a "Threshold Standard" before the IC will consider further review of the allegation. The Threshold Standard is a violation of any law, rule or regulation, or gross mismanagement, gross waste of funds or abuse of authority or conduct so serious that it may undermine the independence or integrity reasonably expected of an IG or OIG senior staffer.

Matters Falling Outside the IC's Purview:
The IC does not have purview regarding whistleblower retaliation or discrimination matters. Whistleblower retaliation matters fall within the purview of the U.S. Office of Special Counsel. Discrimination matters generally fall with the purview of the agency's Equal Employment Opportunity Office or the Equal Employment Opportunity Commission and is forwarded to the appropriate agency.

All complaints are reviewed on a quarterly basis and the disposition of the complaint will be forwarded to the complainant (unless anonymous) when the complaint is closed
