This position is located in the Office of the Inspector General (OIG), Assistant Inspector General for Investigations, Rockville, MD.

 

This position is being filled at the GG-14 level with promotion potential to the GG-15 level.

This position requires occasional travel.

 

This position is non-bargaining unit.

 

OIG may offer recruitment incentives to eligible new appointees, or relocation incentives to current Federal employees, who are required to move geographically, when OIG determines that, in the absence of such incentives, it will be difficult to fill the position with a suitable candidate.  Generally, current Federal employees are not eligible for a recruitment incentive.

 

Expenses associated with interview and/or relocation may be paid.

As an Engineer (Technical Advisor) to the Office of the Inspector General, you will provide independent technical analysis, advice, and assistance on investigations, event inquiries, special evaluations, and other OIG work to determine if NRC is effectively accomplishing its regulatory responsibilities in protecting public health and safety in the civilian use of nuclear materials.  During the course of each matter, you will work in close coordination with the investigations staff, appropriate agency personnel, and other stakeholders.

To qualify for this position, you must meet basic education and professional knowledge requirements that apply to Federal engineering positions at all grade levels, in addition to the specialized experience requirements outlined below.

 

You may meet the basic qualification requirements by having a bachelor's or higher degree in a relevant professional engineering discipline, e.g., nuclear, electrical, mechanical, civil, chemical from an accredited school of engineering, or related professional degree.

 

In addition to meeting the basic requirements, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.  Specialized experience includes practical experience in the licensing and regulation of nuclear power plants and in the safe operation and shutdown of nuclear power plants.

 

The ideal candidate for this position will be able to demonstrate the following:

 

1.  Knowledge of and experience in NRC regulatory responsibilities, programs, and practices sufficient to thoroughly analyze and assess the adequacy of actions taken by NRC and licensee staffs in response to issues impacting nuclear power plant operation or other activities regulated by the NRC.

 

2.  Detailed knowledge of the NRC organization, basic NRC mission, regulations and regulatory guides, NRC regulatory programs and processes, as well as the roles and responsibilities of outside professional organizations, Agreement States and other Federal agencies in radiation and environmental matters.

 

3.  Demonstrated ability to evaluate engineering performance or work products of others.

 

4.  Practical experience which demonstrates technical knowledge of the safety and security aspects relating to NRC's regulation and licensing of the possession, use, and processing of nuclear materials.

 

5.  Demonstrated ability to establish and maintain effective work relationships with individuals at all levels, including managers and supervisors, coworkers, and staff personnel of other agency offices.

 

6.  Demonstrated ability to effectively communicate both orally and in writing the results of analyses and solutions to problems.

A transferable security clearance from another agency or a background investigation leading to a clearance is required for all new hires.  To begin work at the NRC without a security clearance, you must be granted a temporary waiver of the required clearance, referred to as a 145(b) waiver.  To be eligible for a 145(b) waiver you need favorable education verification, and reference, credit, and criminal history checks.  If a wavier is granted, the successful completion of a background investigation and favorable adjudication is required for continued employment.  If you have resided outside the U.S. for an extended period of time, the agency may not be able to (1) grant the 145(b) waiver where the required investigation cannot be completed in a timely manner, or (2) achieve timely completion of the background investigation required for a security clearance.

The NRC is a zero tolerance agency with respect to illegal drug use.  Individuals selected for this position will be subject to pre-appointment drug testing unless currently in a NRC position subject to random drug testing AND will be subject to random drug testing upon appointment to the NRC.
