JOB SUMMARY:

 

The incumbent is responsible for overseeing the Office of the Inspector General's (OIG's) contract and procurement programs. This position reports directly to the Deputy Assistant Inspector General (IG) for Management, Office of the Inspector General, (OIG), Office of Personnel Management (OPM). The incumbent of this position serves as Budget Officer responsible for OIG's entire budgetary operation to include budget formulation, justification and execution.

  • Manages all phases of the OIG's budget, from the formulation and justification phases through the execution phase. Responsible for working closely with external contacts within the Office of Management and Budget (OMB) and Congressional appropriations and oversight committees regarding OIG budgetary matters.
  • Responsible for planning, developing, monitoring, and coordinating the implementation of OIG's total budgetary and or financial management, contracting, and procurement programs; and manages the financial workflow of the OIG by overseeing the coordination between all budget, financial, contracting, and procurement resources.
  • Recognized as technical authority on matters of budgetary policies and procedure, laws, and regulations for the OIG. Delegated authority and responsibility for assuring that OIG is in compliance with budgetary laws and regulations.
  • Plans and develops OIG's budgetary and resource management policies and procedures. Oversees the setting of OIG'x performance goals and strategies.
  • As a supervisor, incumbent is responsible for ensuring that the OIG strategic plan, mission, vision and values are communicated to employees within the scope of responsibility. Articulates specifics of assignment and projects to employees, including program issues and timeframes for completion.
  • Trains and arranges training of team members on technical and administrative details. Incumbent interviews candidates for vacant positions and makes selections for appointments and other types of personnel action.
  • In addition, the incumbent deals with employee complaints and problems, and has the authority to independently implement disciplinary measures and to recommend action to the AIG in more serious cases.

One year specialized experience in Federal budget formulation, justification and execution; and planning, developing, monitoring and coordinating the implementation of Federal agency budget and or financial management; experience equivalent to the GS-14 in the Federal service.
