The senior auditor is a lead auditor in the Audit Unit and is responsible planning and conducting financial, administrative, and management audits. Assesses the performance of government organizations, programs, activities, or functions. Performs or assists in the systematic examination and appraisal of the economy and efficiency of agency operations, effectiveness in achieving program results, compliance with applicable laws and regulations, and the adequacy of reporting. Evaluates the effectiveness of programs and management practices in areas such as program objectives; program results; factors impacting performance; the adequacy of management controls; and/or the validity and reliability of program reporting. Coordinates work performed by non-Federal auditors under contract to the organizational component, agency, or other federal audit agencies working on behalf of the organizational component or agency. Performs or assists in the systematic examination and appraisal of the economy, efficiency, and security of information technology operations, and the level of effectiveness, legal and regulatory compliance, and adequacy of operational reporting, for a department or agency. Examines matters such as information technology procurement practices, systems development, and risk controls. The lead auditor is also responsible for training auditors to work overseas and to review the work products of audits.


The Office of Inspector General (OIG), is an independent entity within the Peace Corps and has the broad responsibility established by the Inspector General Act of 1978, as amended, (the Act) to: Promote economy, efficiency, and effectiveness in the agency's programs, operations, and management; prevent and detect fraud, waste, and abuse; conduct and supervise audits and investigations relating to programs, management, and operations of the agency; and keep the Director and Congress fully and currently informed about problems and deficiencies relating to the administration of such programs and operations and the necessity for, and progress of, corrective actions.

Performs or assists in the systematic examination and appraisal of the economy, efficiency, and security of information technology operations, and the level of effectiveness, legal and regulatory compliance, and adequacy of operational reporting, for a department or agency. Examines matters such as information technology procurement practices, systems development, and risk controls.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Grade 03: BASIC REQUIREMENTS
A. Applicants must show successful completion of a full four-year course of study in an accredited college or university leading to a bachelor's or higher degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester/36 quarter hours in accounting. The 24 semester/36 quarter hours may include up to 6 semester/9 quarter hours of credit in business law. (The term "accounting" means "accounting and/or auditing". Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor".) Example: Conduct research, gather documentation, and study background material to gain program information, identify applicable compliance requirements, best practices, policies and procedures to appropriately plan for the audit.

B. Combination of education and experience--at least four (4) years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include ONE of the following:
--Twenty-four semester/36 quarter hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 semester/9 quarter hours of business law;
--A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
--Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester/22 quarter hours, but that does not fully satisfy the 24-semester-hour/36-quarter-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the four-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester/36 quarter hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
ADDITIONAL EXPERIENCE REQUIREMENTS
In addition to meeting the basic entry qualification requirements, applicants must have had one (1) year of specialized experience equivalent to at least the FP-04 or GS-11 level.
Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position.

Grade 02: BASIC REQUIREMENTS
A. Applicants must show successful completion of a full four-year course of study in an accredited college or university leading to a bachelor's or higher degree in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester/36 quarter hours in accounting. The 24 semester/36 quarter hours may include up to 6 semester/9 quarter hours of credit in business law. (The term "accounting" means "accounting and/or auditing". Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor".) Example:Lead a team of auditors conducting audits or reviews of complex financial or programmatic operation or functions. Establishing milestones and work assignments and reviewing auditor work to ensure that the audit objective is accomplished and Generally Accepted Government Auditing Standards are met.


OR
B. Combination of education and experience--at least four (4) years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include ONE of the following:

OTHER INFORMATION:

This is an Excepted Service unlimited appointment with a one year probationary period. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Candidates will be required to obtain and maintain a Top Secret security clearance. Failure to successfully meet this requirement will be grounds for non-selection or if the candidate has been hired, termination of employment. This is a testing designated position for the purposes of the OIG Drug Free Workplace Program. Direct hire Peace Corps employees who will be on TDY travel for more than 60 days in a calendar year must obtain and travel with an updated medical clearance in order to be eligible for access to Embassy Health Units overseas. Candidates will be required to obtain a medical clearance as a condition of employment. The clearance is granted by the Department of State, Office of Medical Services. Failure to successfully meet this requirement will be grounds for non-selection. Employees are paid on the Foreign Service pay scale and receive the same benefits as other Federal employees
