JOB SUMMARY:

The United States Postal Service Office of Inspector General's (USPS OIG) mission is to provide reports to Postal Service Executives, the Board of Governors, and Congress to help the Postal Service maximize revenues (over $65 billion a year), minimize costs, and prevent and detect fraud, waste, abuse and mismanagement.

 

The USPS OIG is seeking a highly qualified applicant to fill our Information Technology Analyst (Telecommunications Billing Analyst) position in the Office of Chief Information Officer (OCIO) located in Arlington, VA. The successful candidate will be responsible for executing all IT billing and analysis as well as providing input and recommendations to Office of Inspector General (OIG) leadership which supports the development of agency-wide information technology solutions to improve operations and maintenance.

 

Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and/or the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

 

This position is being advertised at the Journey Band level, equivalent to a GS-12. The salary range for this position is $74,872- $97,333. The salary figures include locality pay. Career ladder promotion is to a GS-13.

 

Relocation expenses will not be paid.  

 

May be required to successfully complete a 12-month probationary period

  • Responsible for managing, developing and executing all IT Operations telecommunications and wireless billing and billing processes.
  • Proactively manages and monitors expenditures to ensure telecommunications and wireless budgets are being met; proactively identifies budget shortfalls or overages and immediately brings either to the attention of senior leadership.
  • Applies a wide range of information technology concepts to effectively manage and execute the telecommunications and wireless billing process.  Must understand the laws, policies, and practices that impact the billing of vendor-provided telecommunications and wireless products and services.
  • Analyzes Office of Chief Information Officer (OCIO) requirements to ensure telecommunications and wireless budgets support operational and business needs.
  • Develops, manages and maintains all telecommunications circuit and wireless records within the OCIO.
  • Places orders for telecommunications and wireless services needed to support the Office of Inspector General (OIG).
  • Serves as a liaison with OCIO organizations to develop and articulate technical requirements provided to vendors when new or modified telecommunications or wireless services and products are required.
  • Understands protocols, bandwidths, and usage of different circuit types, which enables the auditing and payment of telecommunications and wireless costs.
  • Works extensively with vendors and internal customers.  Must possess skill working with vendor provided data and incorporating it into internal OIG databases to ensure accurate telecommunications and wireless billing accounting, payments and financial reporting.
  • Manages and maintains the accuracy of all information within the OIG telecommunications expense database (WINBILL).
  • Researches, evaluates and reconciles billing discrepancies in a timely manner with telecommunications and wireless vendors and internal customer, e.g., accounting, finance, and contracting.
  • Prepares all monthly telecommunications billing and wireless usage reports, as well as other reports and metrics as required by Chief Information Officer (CIO) leadership to manage expenditures, improve processes, and communicate with senior OIG leadership.
  • Leads activities and manages the development of a recommended annual CIO telecommunications and wireless budget.
  • Assists CIO leadership by developing required documentation (e.g., strategic budget analysis and inputs, budget improvement plans) as needed to justify expenditures that sustain, maintain, or improve customer support and operational capabilities.
  • Maintains close coordination and working relationships, as required to effectively perform with all offices within the OIGOCIO, OCTO, and other AIG directorates in the support of IT services provided by the OCIO.

MINIMUM QUALIFICATIONS

 

You must meet ALL of the minimum qualifications listed below.

 

Demonstrated proficiency as an Information Technology professional and  two (2) years of specialized professional experience in the Telecommunications Billing and Circuit Ordering to include: developing, managing, monitoring and reporting on telecommunications and wireless budgets; developing, managing, monitoring and documenting reporting on the telecommunications and wireless billing processes; developing solutions to support Information Technology requirements with allocated resources.

  • Ability to prepare and present reports and briefings to senior management officials on complex/controversial issues.

  • Ability to provide expert technical advice, guidance, and recommendations to management and other technical specialists on telecommunications and wireless services.

  • Demonstrated skill in problem solving and a consistent record of on-time delivery and customer service.

  • Demonstrated skill in planning, budgeting, scheduling and resource management; effective time management, documentation and organizational skills.

 

DESIRABLE QUALIFICATIONS

 

  • Demonstrated ability to work with MS Excel and other MS Office products.
  • College level course work in computer science, engineering, information science, information systems management, mathematics, operating research, statistics, or technology management or training that would demonstrate equivalent knowledge in the Information Technology career field.
