BASIC ELIGIBILITY REQUIREMENT: Degree: An undergraduate degree (Bachelors) or higher in accounting; or a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours of accounting. The 24 hours may include up to 6 hours in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor".)
OR
Combination of Education and Experience: At least 4 years of experience in accounting/auditing, or a combination of accounting/auditing experience, college-level education, and training that provided professional accounting/auditing knowledge. Such experience and/or education must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
2. A certificate as a Certified Public Accountant or Certified Internal Auditor obtained through written examination; OR
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing (i.e. 15 semester hours) but that does not satisfy the 24 semester hours requirement provided that (a) you have successfully worked at the full-performance level in accounting, auditing, or related fields, AND (b) a panel of at least 2 higher level professional accountants or auditors has determined that you have demonstrated good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4 year course of undergraduate study in accounting or related field, AND(c) except for literal non-conformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements.
MINIMUM QUALIFICATION: In addition to the basic eligibility requirement: One year of specialized experience equivalent to the next lower level in the Federal service that includes independently planning and conducting a variety of audits and in using analyses and auditing techniques to solve a variety of problems; and in planning and executing audits of a complex non-routine nature.

Time-in-Grade: Time-in-grade requirements apply. You must have one year of Federal service at the GS-11 level to be eligible for the GS-12; and one year of Federal service at the GS-12 level to be eligible for the GS-13..

to independently plan and conduct complex performance audits to include
economy and efficiency, program results, and grant and contract audits
in accordance with Generally Accepted Auditing Standards (GAO Yellow
Book)
· Ability
to use state-of-the-art audit tools such as ACL or IDEA to analyze data
and electronic work paper software tools such as Teammate or Auto Audit
to prepare and maintain audit results.
· Ability to independently develop audit reports of findings and formulate recommendations in accordance with GAO Yellow Book
· Ability
to conduct interviews to give or receive information; brief officials
on the results of audits; and participate in or lead conferences and
make presentations.
