The OIG, Office of Investigations (INV) protects the integrity of DHS personnel, programs and operations by conducting investigations of alleged criminal, civil and administrative violations of federal laws and regulations.  In our dynamic work environment you will work side by side with special agents, attorneys, auditors, program analysts and IT experts to prevent and detect fraud, waste and abuse in DHS programs and operations.

You will serves as a Senior Special Agent in the Office of Investigations, in the diviision of Special Investigations. Typical work assignements are:

·         Directing and coordinating in-depth reviews and evaluations of criminal investigations programs operations.

·         Identifies areas requiring additional or decreased investigative and/or oversight attention.

·         Conducts and monitors  interviews with suspects, witnesses and informants in developing cases serving warrants and subpoenas, and jointly  works with other law enforcement agencies.

·         Prepares, reviews and revises new policies, programs, standards and techniques.

·         Provides guidance and advice to senior management concerning criminal investigations programs operations.

You qualify for the GS- 14 level if you possess one year of specialized experience at the GS-13 level performing the duties such as:

 

Qualifying experience would include or be equivalent to:

·         Identifies areas requiring additional or decreased investigative and/or oversight attention.

·         Coordinates with senior management in planning, conducting and reporting of a full range of criminal investigations, including those of an extremely sensitive and complex nature. 

·         Prepares reports and reviews and revises new policies, programs, standards and techniques.

·         Provides advice and guidance to senior management.

 

 

Candidates are required to possess certain Knowledge, Skills, Abilities, or Other Characteristics (KSAOs) to successfully perform the functions of this position.  Candidates will be asked to demonstrate their attainment of these KSAOs in an online job questionnaire.  The KSAOs are:

 

Skill in overseeing, coordinating, directing and conducting full range of investigations; and devising and improvising ways and means of accomplishing investigative goals and objectives effectively.

Knowledge of Federal Criminal Statutes, rules of criminal procedures.

Skill in oral and written communication.

 

All qualifications requirements must be met by the closing date of this announcement.

Time-in-grade Requirements: Current federal employees must have served 52 weeks at the next lower grade level in the federal service.

You do not need to respond separately to each KSA above. Your answers to the occupational questionnaire will serve as responses to the KSAs.

 
 
 
 


Applicants must possess and maintain a valid state driver's license.

The date immediately preceding an individual's 37th birthday is the maximum entry age for original appointment to a position within the OIG as a law enforcement officer.  This requirement does not apply to preference-eligible veterans.

Selectee must satisfactorily complete the Basic Criminal Investigative Training Program at the Federal Law Enforcement Training Center in Glynco, Georgia, if an equivalent training course has not already been completed.

The selectee will be required to carry a firearm or ammunition [Title 18, U.S.C. Section 922 (g)].
Per the Lautenberg Amendment, any person who has been convicted of a misdemeanor crime or domestic violence cannot lawfully possess a firearm or ammunition.

 

PHYSICAL REQUIREMENTS:

Selectee must pass a pre-appointment physical examination and meet the physical requirements for this position as required by this agency.  The duties of this position require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather.  Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required.  Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily.  Sufficiently good vision and hearing are required to perform the duties satisfactorily.  Since the duties of this position are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability.  Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying.

HOW YOU WILL BE EVALUATED:

Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) Eligibles: If you have never worked for the Federal government, you are not CTAP/ICTAP eligible.
