JOB SUMMARY:

OIG is dedicated to helping VA ensure that veterans and their families receive the care, support, and recognition earned through service to their country. The OIG strives to help VA achieve its vision of becoming the best managed service delivery organization in Government. The OIG continues to be responsive to the needs of customers by working with the VA management team to identify and address important issues.

OIG is organized into three line elements: the Offices of Investigations, Audits and Evaluations, and Healthcare Inspections; along with the Office of Contract Review and the Office of Management and Administration. In addition to the Washington, DC, headquarters, the OIG has offices located in 30 cities throughout the country.

The Supervisory Criminal Investigator, located in the Office of Investigations, serves at the Resident Agent in Charge and assists the Special Agent in Charge in the coordination of overall Field Office investigative programs. These responsibilities include fraud prevention activities and serving as liaison for overall program operations.

DUTIES:

The Supervisory Criminal Investigator will perform the following duties:

  • Exercises oversight and conducts a wide range of sensitive and complex investigations into allegations of unlawful activities adversely impacting the programs of the Department of Veterans Affairs.
  • Manages and directs a staff of criminal investigators ranging in grades from GS-05 to GS-13 in conducting all investigative and fraud prevention activities pursuant to Federal statutes and Veterans Affairs policies and procedures within the geographical area.
  • Carries out a full range of personnel and supervisor activities which include interviewing and selecting new employees, developing performance standards, supervising and counseling, and identifying methods to improve work operations.
  • Ensures that comprehensive documented reports, reflecting allegations and findings, are prepared within established timeframes.  Exercises broad latitude in planning, directing, coordinating, and developing special investigative techniques and guidelines for extremely sensitive cases.


QUALIFICATIONS REQUIRED:

SPECIALIZED EXPERIENCE: Fifty-two weeks of experience at the GS-13 level, or equivalent that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes:

  • Conducting complex procurement fraud and bribery investigations;
  • Providing technical/professional advice and assistance to investigators; AND
  • Leading investigations involving multiple investigators. 

 

This position requires the incumbent to drive a motor vehicle to carry out duties. Therefore, you must possess and maintain a valid driver's license from one of the 50 states, District of Columbia, or Puerto Rico.

PHYSICAL REQUIREMENTS

Selectee must pass a pre-employment medical examination, unless already working in a position covered under 5 USC 8336(c) with another Federal law enforcement agency and have passed a physical exam within the previous 6 months. Prior to appointment, the selectee must be determined to be physically fit by an authorized government physician to perform strenuous and physically demanding duties such as making arrests, conducting surveillances, using firearms, etc., and also pass a medical examination (which includes vision, hearing, cardiovascular, mobility of extremities, and other factors) given by an authorized government physician. Any physical condition that would cause the selectee to be a hazard to herself/himself or others is disqualifying. Selectee will be required to undergo, and pass, regular medical examinations and will be required to maintain a level of physical fitness in accordance with the standards and policies of the agency.

Time-in-Grade: Candidates must have been a GS-13 for fifty-two (52) weeks, if applicable.

 

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three (3) months in that appointment.

  • Salary includes locality payment and the selectee will receive 25% law enforcement availability pay authorized for this Criminal Investigator position based on unscheduled work.
  • You must submit to a drug test and receive a negative drug test result before you can be appointed into this position. After appointment, you will be subject to random testing for illegal drug use.
  • You may be required to complete a Confidential Financial Disclosure Report, OGE-450, prior to entering on duty and annually thereafter.
  • You must successfully complete the Federal Law Enforcement Training Center's Criminal Investigator Training Program OR its equivalent.
  • You will be required to carry a firearm while performing the duties of this position. You must satisfactorily complete (or have previously completed) the firearms component of the Criminal Investigation Training Program at the Federal Law Enforcement Training Center OR comparable basic criminal investigator training such as that conducted for newly appointed Special Agents by the FBI or DEA. You will be required to maintain firearms proficiency throughout your career. Any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition. Candidates under consideration will be required to certify whether they have ever been convicted of such an offense. False or fraudulent information provided by candidates is criminally punishable by fine or imprisonment. Per the Lautenberg Amendment, any person who has been convicted of a misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition [Title 18, U.S.C., Section 922(g)].
  • Satisfactory completion of a one-year probationary period is required, unless previously completed.
  • Satisfactory completion of a one-year supervisory/managerial probationary period is required, unless previously completed.
  • Relocation expenses ARE authorized. Allowable relocation expenses, excluding Guaranteed Home Sale, will be made to any eligible applicant selected from outside the commuting area.
  • This position may require frequent travel nationwide under tight deadlines. The incumbent should anticipate frequent walking and standing as a component of this travel.
