The OIG, Office of Investigations (INV) protects the integrity of DHS personnel, programs and operations by conducting investigations of alleged criminal, civil and administrative violations of federal laws and regulations.  In our dynamic work environment you will work side by side with special agents, attorneys, auditors, program analysts and IT experts to prevent and detect fraud, waste and abuse in DHS programs and operations.

As an Administrative Specialist you will be responsible for providing administrative support to the staff in the improvement of administrative operations of the office, and assistance to the Special Agent in Charge, Assistant Special Agent in Charge, and field staff. Typical work assignments include:

  • Interprets administrative guidance, policies, regulations, and provides guidance to staff on related issues.
  • Plans and executes a variety of management analysis and studies realted to program and support operations.
  • Performs investigative research, and support functions and provides fact-finding results to investigators.
  • Composes, reviews and edits office correspondence ensuring clarity, conciseness of content; Writes memoranda, investigative summaries and reports of and investigative findings.
  • Serves as an consultant on all administrative and management support matters of importance to the field office.

You qualify for the GS- 11 level if you a PhD or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M if related; or you have one year of specialized experience at the GS-09 level performing the duties such as:

·         Providing guidance to management and staff on relevant laws, regulations, and guidelines relating to management initiatives.

·         Executes a variety of management analysis and studies

·         Performs investigative research and provides fact-finding results to investigators.

·         Prepares routine and investigative reports documentation investigative activities describing investigations performed, conclusion drawn and recommendations made.

Candidates are required to possess certain Knowledge, Skills, Abilities, or Other Characteristics (KSAOs) to successfully perform the functions of this position.  Candidates will be asked to demonstrate their attainment of these KSAOs in an online job questionnaire.  The KSAOs are:

1.     Knowledge of administrative concepts and practices.

2.     Knowledge of regulations pertaining to investigative work in order to provide technical support to staff in the conduct of investigations.

3.     Skill in federal investigative management information and databases systems to input and code information for investigative case work.

4.     Ability to communicate in writing

5.     Ability to communicate orally.

All qualifications requirements must be met by the closing date of this announcement.

Time-in-grade Requirements: Current federal employees must have served 52 weeks at the next lower grade level in the federal service.

You do not need to respond separately to each KSA above. Your answers to the occupational questionnaire will serve as responses to the KSAs.

Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) Eligibles: If you have never worked for the Federal government, you are not CTAP/ICTAP eligible.
