The OIG, Office of Investigations (INV) protects the integrity of DHS personnel, programs and operations by conducting investigations of alleged criminal, civil and administrative violations of federal laws and regulations.  In our dynamic work environment you will work side by side with special agents, attorneys, auditors, program analysts and IT experts to prevent and detect fraud, waste and abuse in DHS programs and operations.

As an Intelligence Research Specialist, this position serves as a primary liaison and expert and engages in developing sources of information for intelligence collection. Typical work assignments include:

  •  Conducts research, analysis and reports on information developed concerning Department of Homeland Security (DHS) employees and their associates in order to make determinations as to their relationship to criminal, unethically, or corrupt activities in support of criminal investigations.
  • Develops and drafts policies, procedures, and guideline required to accomplish overall or special segments of the intelligence programs.
  • Monitors intelligence trends to determine levels of coverage provided and required, and to anticipate and formulate new operations requirements.
  • Maintains liaison with personnel such as those in other intelligence agencies and allied to discuss mutual intelligence problems and production efforts.

To qualify for the GS-09 level applicants have at least one year of specialized experience equivalent to the GS-07 grade level that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position; OR master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

 

To qualify for the GS-11 level applicants must have at least one year of specialized experience equivalent to the GS-09 grade level that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position; OR  Ph.D. or equivalent doctoral degree  or 3 full years of progressively higher level graduate education leading to such a degree  OR LL.M., if related.

 

To qualify for the GS-12 level applicants must have at least one year of specialized experience equivalent to the GS-11 grade level that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. 

 

For the GS-09 Level: Specialized experience for this position includes reviewing relevant data from classified and unclassified sources of information; Assisting  in preparing routine research study reports or statistical compilations, or other intelligence materials; Responding to request from other organizations for intelligence information.

 

For the GS-11 Level: Specialized experience for this position includes conducting research, analysis and reporting on information developed concerning employees and their associates to made determinations as to their relationship to criminal, unethical, or corrupt activities in support of criminal investigations; Preparing case-related charts and diagrams and presents analytical results to case agent; Collaborating with other intelligence organizations on straightforward intelligence-gathering problems, such as identifying intelligence gaps.

For the GS-12 Level: Specialized experience for this position includes developing policies, procedures and guidelines requires to accomplish overall or special segments of the intelligence program; Preparing analysis that identify, interpret and explain pertinent issues; Monitoring intelligence trends to determine levels of coverage provided and required, and to anticipate and formulae new operations requirements. Performing research and analysis and draft written documentation; Representing the organization on committees and work groups that address issues of critical interest to the intelligence research and analysis program.

Candidates are required to possess certain Knowledge, Skills, Abilities, or Other Characteristics (KSAOs) to successfully perform the functions of this position.  Candidates will be asked to demonstrate their attainment of these KSAOs in an online job questionnaire.  The KSAOs are:

1.     Knowledge of principles of intelligence operations and the analytical and evaluative techniques used in assessing threats.

2.     Skill in applying a wide range of analytical and evaluative methods to plan and conduct reviews and evaluations concerning the aspects of operations and programs.

3.     Skill in data collection, analysis, and dissemination to establish and maintain organization-wide informational resources.

4.     Ability to communicate orally and in writing.

5.     Skill in serving as a an advisor on matters related to intelligence program.

 

 

All qualifications requirements must be met by the closing date of this announcement.

Time-in-grade Requirements: Current federal employees must have served 52 weeks at the next lower grade level in the federal service.

You do not need to respond separately to each KSA above. Your answers to the occupational questionnaire will serve as responses to the KSAs.

Agency Career Transition Assistance Program (CTAP) or the Interagency Career Transition Assistance Program (ICTAP) Eligibles: If you have never worked for the Federal government, you are not CTAP/ICTAP eligible.
