JOB SUMMARY:

The U.S. Department of Education (ED) is looking for the best and brightest to ensure equal access to education and to promote educational excellence throughout the nation. This position is located in U.S. Department of Education, Office of Innovation and Improvement (OII), the Assistant Deputy Secretary's (ADS) Office. The ADS Office is responsible for providing leadership and guidance on strategic program planning and management operations for more than 20 competitive grant programs administered by five program divisions. This position is responsible for performing management, administrative, program support and/or liaison work, such as planning, executing, research, analysis, process improvement and communication in the areas of budget, grant administration, audit, and financial program support to grant programs and staff.

The incumbent is responsible for providing authoritative advice to supervisor and OII Program staff on the full range of budget matters relating to current and future year initiatives, strategic planning, the Government Performance Review Act, and other assignments required by OCFO (Office of the Chief Financial Officer), Budget, OCIO (Office of the Chief Information Officer) or RMS (Risk Management Service). Plans, reviews and provides guidance and direction on financial matters for OII staff.  Analyzes program budgets submitted by OII Program Offices and coordinates the development of spending plans for each programmatic authority.  Tracks the Departmental review process and works with each Program Director to finalize spending plan.  Tracks expenditures, prepares operating budgets and ensures compliance to approved spending plans or coordinates amendments to spending plans as needed.  Prepares a variety of statistical reports for OII and Department management and for submission to members of Congress. Participates in budget preparation, coordinates formulation activities, reviews submissions for consistency with OII strategic plans and objectives, and ensures that submissions are adequately documented.  

Coordinates the development of acquisition packages, interagency agreements, and

Memoranda of Understandings (MOU) with intergovernmental organizations in support of program activities for the office. Manages contracts and interagency agreements to ensure fulfillment of commitments to OII. Advises OII staff on proposals and issues, which have significant long-range effects on programs and/or the organization.  Serves as a liaison with other agencies and other Departmental entities. Conducts research and performs analyses for a wide range of projects.  The projects may be of a recurring nature or be a one-time assignment and are designed to assist management in improving processes to enhance the overall operations of OII. Acts as the primary liaison with critical persons and groups both inside and outside of the organization on key processes and issues. Oversees complex administrative projects for OII operations, special reports, and administrative initiatives to ensure understanding of objectives and requirements, appropriate response, and that deadlines are met. Coordinates the audit process with General Accountability Office (GAO) or the Department’s Inspector General’s Office (IG) from scheduling the entrance conference, to reviewing audit findings, developing corrective actions, and tracking progress in accomplishing corrective action plans. Responsible for coordinating Office-wide initiatives such as the Organizational Performance Review Process.  This work generally involves developing measures, tracking progress, and reporting performance.

One year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.  This experience must be equivalent to the GS-12 level in the Federal government.

Examples of such experience may include: developing internal policy and procedures on administrative issues; working with others to develop resolutions to office management problems; developing new office management systems; reviewing and analyzing documents, directives, and reports; conducting studies on resource needs and problems; preparing status reports; developing and coordinating preparation of briefing material for senior management; conducting on-site reviews of administration and internal operations of a program; negotiating agreements; and studying the impact of legislation and regulations on a program.

One year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.  This experience must be equivalent to the GS-13 level in the Federal government.

Examples of such experience may include: providing authoritative advice and consultation to senior management; negotiating agreements to resolve conflicts; preparing draft policies for senior management consideration; studying the impact of legislation and regulations on a program; recommending new approaches to address current or anticipated problems; and developing national guidelines.
