As an Information Technology Specialist (Security), located in the Division of Information Security Policy Compliance of the Enterprise Information Security Group, Office of Information Services, you will perform the following duties.

·     Draft IT policies and related standards in accordance with the Department of Health and Human Services and other Federal government requirements;

·     Develop procedures, awareness programs, and supporting templates to aid stakeholders in developing HHS certification and accreditation;

·     Develop draft strategies for developing the system development quality assurance (QA) program;

·     May serve as the Contracting Officer Technical Representative (COTR) to formulate project plans and statements of work (SOW) in support of IT initiatives;

·     Provide technical direction to task team members and contractors;

·     Provide audit liaison support to IT operations.

In order to be qualified for this position, you must possess the following experience to fulfill the basic requirement:   IT-related experience demonstrating each of the following; (1) Attention to Detail – being thorough when evaluating Information Technology (IT) and conscientious about attending to detail in the application of IT guidance, policies and procedures; (2) Customer Service – Working with clients and customers (e.g. management, information technology personnel , organizations, etc...)  assessing technology needs, providing highly technical information or assistance, resolving IT problems, providing alternative IT solutions or services;   and demonstrating commitment to providing quality products and services; (3) Oral Communication – Expressing highly technical information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information;   delivering  technically authoritative and persuasive oral presentations; listening to others, attending to nonverbal cues; and responding appropriately; (4) Problem Solving – identifying issues in development or operations of Information Technology or Systems, determining the accuracy and relevance of information; using expert judgment to generate and evaluate alternatives; and to making recommendations.
 
AND, you must possess the following experience the qualify for the respective grade level.

GS-09: Possess one year of specialized experience, equivalent to the GS-07 level in the Federal service 1) Developing procedures and awareness programs, under the guidance of a supervisor or senior-level specialist, to aid stakeholders in developing security certification or accreditation; 2) Providing input in drafting information systems security documentation (e.g., systems security plans, risk assessments, disaster recovery plans, business continuity plans, user security guides, and policies); AND 3) Preparing reports, that are reviewed by a senior specialist or supervisor, that capture the status of systems' compliance with IT security metrics. OR
Possess a Master's or higher degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a field that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

GS-11:  Possess one year of specialized experience, equivalent to the GS-09 level in the Federal service 1) Developing procedures and awareness programs to aid stakeholders in developing security certification or accreditation; 2) Drafting information systems security documentation (e.g., systems security plans, risk assessments, disaster recovery plans, business continuity plans, user security guides, and policies); 3) Preparing reports that capture the status of systems' compliance with IT security metrics, AND 4) Providing technical direction and guidance to task team members or contractors in order to fulfill IT service deliverables. OR
Possess a PhD or equivalent degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a field that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Conditions of Employment:

 

1. Security and Background Requirements: If not previously completed, a background security investigation will be required for all appointees.  Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication.  Failure to successfully meet these requirements may be grounds for appropriate personnel action.  In addition, if hired, a background security reinvestigation or supplemental investigation may be required at a later time.  Applicants are also advised that all information concerning qualifications is subject to investigation.  False representation may be grounds for non-consideration, non-selection and/or appropriate disciplinary action.

 

2.
