In this position you will serve as a Nurse Consultant responsible for providing clinical and professional advice, guidance, and oversight to Medicare contractors in their performance of medical review and utilization review activities for Medicare Skilled Nursing Facilities, Home Health Agencies, hospitals, and other providers.   Specifically, you will:

 

Provide clinical expertise in the review and evaluation of Medicare contractors medical review and utilization review claims adjudication.

 

Perform ongoing monitoring of Medicare contractors and conduct onsite visits to review medical records.


Ensure the Medicare contractor’s perform the reviews of claims in accordance with Federal guidelines.


Work with Medicare contractors to implement new and improved medical review and utilization review procedures and screens.


Analyze program performance data and identify trends and  problem areas.


Conduct and participate in special studies.

BASIC QUALIFICATIONS:  Each applicant must possess the following:
 
Registration: Applicants must have active, current registration as a professional nurse in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. An applicant who has graduated from an approved nursing educational program within the past 12 months may be appointed pending State registration as a professional nurse within 6 months of appointment. No person appointed pending registration may be retained beyond 6 months, or promoted, if registration has not been attained.
 
MINIMUM QUALIFICATIONS:  In addition to meeting the Basic Qualifications listed above, each applicant MUST also meet the following specialized experience requirement.
 

Specialized Experience: Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled.

 

Specialized experience is defined as one (1) year (52 weeks) of specialized experience (equivalent to the grade 11 level in the Federal service) which includes:Interpreting and providing clinical assistance and written direction regarding medical review and utilization review regulations, policies, and procedures to Medicare beneficiaries, physicians, providers, congressional staff, and Medicare contractors; performing medical review audit activities for skilled nursing facilities, home health agencies, hospitals and other providers; assessing contractor performance in executing the terms of their contract; and gathering, evaluating, and analyzing information for use in drawing conclusions and devising solutions.  

 

Substitution of Education for Experience: There is no substitution of education for specialized experience at this grade level.

Combination of Experience and Education: There is no combination of experience and education for this grade level.

Degree or diploma from a professional nursing program approved by the legally designated State accrediting agency at the time the program was completed by the applicant. (One year of nursing experience as a military corpsman that has been accepted by a State licensing body may be accepted in lieu of education at the GS-4 level.)

Conditions of Employment:

 

1. Security and Background Requirements: If not previously completed, a background security investigation will be required for all appointees. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements may be grounds for appropriate personnel action. In addition, if hired, a background security reinvestigation or supplemental investigation may be required at a later time. 2.
