Introduction and Roll Call by Co-Chairs (Jim Tobias & Mike Paciello)

The TEITAC 9A teleconference started with co-chairs Jim Tobias and Mike Paciello going over the agenda, then taking roll of the callers.  It was determined that a quorum of twenty-seven organizations was present during the call.  [See: http://www.access-board.gov/sec508/refresh/agenda_2007-11-26.htm]

Since the teleconferences are official TEITAC meetings, the following protocols apply to ALL teleconference calls:

  1. Only TEITAC members can speak for the first hour and forty-five minutes.
  2. Members of the general public may ask questions or comment during the last fifteen minutes of the call.
  3. People who are not TEITAC committee members may speak before the public comment period if a TEITAC member asks them to address a particular point of expertise.  Otherwise, contributions should be reserved until the public comment period.
  4. Attendance will be taken.

Review of Purpose of Teleconferences

The co-chairs reviewed the purpose of the calls and reminded the members present that the primary purpose of the calls was to give the members an opportunity to review and discuss proposed provisions from the subcommittees which were particularly in need of group review and analysis. 

There will be four teleconference calls during November to December 2007, and each will be a portion of what will be designated “TEITAC 9A, 9B, 9C and 9D”.  The conference calls are intended to help the members clarify the particularly complicated issues, so that the work of the committee will move forward apart from the face to face meetings.  The teleconferences provide the committee the time to focus on specific issues, which will help the members come to resolution.

Consensus Review of User Interface / Content provisions

Discussion was held on “3. User Interface and Electronic Content Provisions” in the most current draft of the report.  [October 26, 2007 at the time of the call.]

Report from Co-Chairs on TEITAC provision Status

Review of remaining outstanding provisions (70) [Need to cover 27 provisions per week in 3 weeks]

Committee members were asked to think about whether to extend the meeting delivery date to March 2008.  An answer is requested by December 4, 2007

Co-chairs Jim Tobias and Mike Paciello briefly discussed the remaining work to be done over the three remaining scheduled calls, discussed logistics for the upcoming Telecommunications Task Force calls, and the call was adjourned at 3:00 p.m.

Discussion: January vs. March deadline

Co-chairs Mike Paciello and Jim Tobias discussed whether or not the Committee members felt that the Committee could complete work on the draft report in time for the January 2008 meeting.  Committee members discussed the issue, then decided to revisit the issue during the Dec. 11, 2007 teleconference.

Report from the Telecommunications Task Force (Ellen Blackler & Judy Brewer)

Task Force co-chairs Ellen Blackler and Judy Brewer reported on the progress of the Telecommunications Task Force to date.  A report of recommendations of the Task Force will be given to the full Committee at the January 7-9, 2008 meeting.

Discussion of plan for January meeting

The co-chairs acknowledged that the report delivery date would now be pushed back to the March 2008 Access Board meeting, which is at a date yet to be determined by the Access Board.  A general discussion of potential agenda items for the January 2008 Face to face TEITAC #10 meeting ensued.
