Tuesday, October 9, 2007 [TEITAC 7A] 1:00 to 3:00 p.m. Eastern

Review of Agenda, roll call and opening remarks

The TEITAC 7A teleconference started with co-chairs Jim Tobias and Mike Paciello going over the agenda, then taking roll of the callers.  It was determined that a quorum of twenty-seven organizations was present during the call. 

The co-chairs reviewed the purpose of the calls and reminded the members present that the primary purpose of the calls was to give the members an opportunity to review and discuss proposed provisions from the subcommittees which were particularly in need of group review and analysis.  There will be four teleconference calls during October 2007, and each will be a portion of what will be designated “TEITAC 7A, 7B, 7C and 7D”.  The conference calls are intended to help the members clarify the particularly complicated issues, so that the work of the committee will move forward between the face to face meetings.  The teleconferences provide the committee the time to focus on specific issues, which will help the members come to resolution when the full committee meets in November 2007.

Sub Part A Discussion (continued from September 2007 TEITAC #6)

The first part of the teleconference consisted of the continuation of a discussion from Sub Part A from the September 2007 TEITAC #6 meeting.  Deborah Buck, ATAP, reviewed and discussed the provisions in the September 14, 2007 draft, under Section 1194.3 “Service Area (formerly referred to as back office),   and “Products of narrow delineated use”.  The text of both provisions is found here:

Allen Hoffman, Department of Homeland Security, discussed the proposed “Security Exception for First Responders.”   The language of the proposed “First Responder” provision can be found here:

After extensive discussion, committee members could not reach agreement on language of the provisions, and agreed to continue to discuss the matter.

Review of the Caption Playback provision

The next item on the agenda was a review of the Caption Playback provision; presentation of competing provisions (Larry Goldberg) [provisions found here: http://teitac.org/wiki/EWG:Draft_Sept_14#4-A_-_Caption_Playback].  After extensive discussion, new language was proposed for this section, and is found here:  http://teitac.org/wiki/EWG:Draft_Sept_14_Updates#4-A_-_Caption_Playback.  The committee members agreed to continue discussing the proposed language.

Tuesday, October 16, 2007 [TEITAC 7B] 1:00 to 3:00 p.m. Eastern

Review of Agenda and roll call

The TEITAC 7B teleconference started with co-chairs Jim Tobias and Access Board staff member Timothy Creagan going over the agenda, then taking roll of the callers.  Co-chair Mike Paciello was unable to attend the call.  It was determined that a quorum of twenty-seven organizations was present during the call. 

Discussion of results of Straw Poll

Co-chair Jim Tobias discussed the recent Straw Poll posted on the WIKI.  The poll seeks responses from committee members to the various technical provisions, and is an attempt to assess the level of consensus around the current draft provisions.  Due to a lack of results to date, discussion on this topic was pushed to next week’s teleconference call (Oct. 23, 2007).

Continue discussion of First Responder provision

Allen Hoffman, DHS, briefly reviewed the current language of the proposed provision.  It was agreed that further discussion off-line should be held on this topic.

Testability

Co-chair Jim Tobias led a discussion on the need for the committee to focus on developing measurable, testable provisions.  Some participants suggested that information on testing methodologies could be incorporated as technical guidance in the final regulations.  There was a discussion of current testing of products that does not address accessibility, but, rather, features of the products, such as contrast testing for LCDs.  The further point was made that the goal of the committee was to assist the Access Board in developing measurable, testable provisions which could be verified, without discussing how the verification process would be applied, since that is outside the scope of the Access Board’s authority.

Economic Impact

Co-chair Jim Tobias led a discussion seeking to elicit comments on assessing the economic impact of proposed recommendations.  Committee members focused on the policy implications of potential costs of technological changes, rather than simply assigning some measurement of the fiscal impact of a potential recommendation.  Further work remains to be done on providing economic impact information.

Minority Reports

Co-Chair Jim Tobias reminded members that the deadline for submitting draft minority reports was Friday, October 19, 2007.  The members discussed their concerns over understanding when they had reached consensus on a particular provision, and stated that the minority reports would help them and other members ascertain their respective positions on the draft positions.

The TEITAC 7C teleconference started with co-chairs Jim Tobias and Mike Paciello going over the agenda, then taking roll of the callers.  It was determined that a quorum of twenty-seven organizations was present during the call.

Discussion: Audio Connection Provision 2.2-C

Gregg Vanderheiden, Trace, and Rob Nerhood, Dell, Inc. discussed current language in provision 2.2-C “Audio Connection” [when products provide auditory output beyond simple tonal feedback or signaling].  After discussion, it was agree that there needed to be more clarity about the phrase, “standard signal level.”  The language of the provision can be found here:

Discussion: A/V Controls

Larry Goldberg, WGBH, led the discussion.  The committee discussed how controls must be more prominent and locatable by the user.  Proposed language included, “In products that receive or display analog or digital television, the controls must be comparable in prominence, in at least one location, to the controls needed to control volume, or perform program selection, where the ability to control these features is otherwise provided.”  It was agreed to continue to work on draft language, which would be found here:

FPC/AT-IT Interoperability

Jim Tobias, Inclusive Technologies, initiated a discussion on the interaction between functional performance criteria and the interoperability of Assistive technology and Information technology.  This topic area is acting as a placeholder until more provisions are developed to address this area.

Minority Reports

Mike Paciello, Co-chair, discussed the number of Minority reports filed the previous week, and emphasized that the committee was going to use them as a basis for identifying and discussing those points of disagreement among the committee members.  The reports currently filed indicate that there is still much work to by done by the committee in approaching consensus.

Review of Agenda and roll call

The TEITAC 7C teleconference started with co-chairs Jim Tobias and Mike Paciello going over the agenda, then taking roll of the callers.  It was determined that a quorum of twenty-seven organizations was present during the call.

Discussion: Straw Poll

Co-chair Jim Tobias discussed the low number (15 completed) of straw polls completed.  It was felt that the current state of the draft provisions may be too unsettled to allow members to definitively state whether or not they agree with a provision as currently worded.  This led directly into the discussion of the next topic.

Discussion: Consensus

Co-chair Jim Tobias led off the extensive discussion on the need for consensus, with members taking positions both for and against.

Discussion: Review of §255 Provisions

Karen Peltz Strauss initiated a long discussion about suggested changes to the standards and how to incorporate the existing Section 255 Access Board guidelines, together with FCC updates on VoIP, to the working draft prepared by the EWG.  See the document at:

Co-chairs Jim Tobias and Mike Paciello briefly reviewed a general agenda for the upcoming face to face TEITAC meeting #8 to be held at the National Science Foundation November 13-16, 2007.  They encouraged members of the committee to suggest items for the agenda.  The call was adjourned at 3:00 p.m.  This concluded Part 7D of the four part TEITAC meeting in October, 2007.
