HUD's Good Guidance Practices
On January 18, 2007, the President issued Executive Order (E.O.)
13422 amending E.O. 12866 on "Regulatory Planning and Review."
On the same day, and in connection with E.O. 13422, the Office of
Management and Budget (OMB) issued its Final Bulletin on Agency
Good Guidance Practices (OMB Bulletin).
The primary focus of E.O. 13422 and the OMB Bulletin is on increasing
the quality, transparency, accountability, and coordination of agency
guidance documents. Guidance documents, used properly, assist individuals
and other regulated entities in their compliance with agency regulations.
Within HUD, the Office of General Counsel (OGC) has primary responsibility
for overseeing compliance with Executive Order 13422 and the OMB
Bulletin.
Members of the public that have concerns that HUD is not following
the procedures of the OMB Bulletin or is improperly treating a guidance
document as a binding requirement, should contact the HUD office
issuing the guidance of which the member of the public has concern.
Members of the public may also submit such concerns, comments or
requests for issuance, reconsideration, modification, or rescission
of "significant guidance documents" (as that term is defined
in the OMB Bulletin) to the following address: hudgoodguidance@hud.gov.
