Competition Advocate

In accordance with section 6.501 of the Federal Acquisition regulation (FAR) and section 2406.501 of the HUD Acquisition regulation (HUDAR), the Chief Procurement Officer has designated Ms. Lisa Maguire, Assistant Chief Procurement Officer (ACPO) for Policy, Systems and Risk Management to serve as the agency Competition Advocate.

The specific duties and responsibilities of the Competition Advocate are set forth at FAR 6.502.

In general, the Competition Advocate is responsible for promoting the acquisition of commercial items, promoting full and open competition, challenging requirements that are not stated in terms of functions to be performed, performance requirements, or essential physical characteristics and challenging barriers to the acquisition of commercial items and full and open competition such as unnecessarily restrictive statements of work, detailed specifications, and unnecessarily burdensome contract clauses.

Task and Delivery Order Ombudsman

In compliance with FAR 16.505(b)(5), Ms. Maguire is also designated as HUD’s Task and Delivery Order Ombudsman. 

The specific duties and responsibilities of the Task and Delivery Order Ombudsman are set forth at HUD Acquisition Regulation (HUDAR) 2416.505(b).

The primary responsibility of the Task and Delivery Order Ombudsman is to address concerns of contractors who disagree with the Department’s selection of awardees for specific task or delivery orders issued competitively under HUD multiple-award indefinite-quantity contracts.

Contractors who have concerns or disagreements with the selection of an awardee for a competitively-awarded task or delivery order under a HUD multiple-award indefinite-quantity contract should contact the Task and Delivery Order Ombudsman.
