Jenny Schnaier

Jenny Schnaier, M.A.,, is a senior social science analyst with CDOM, responsible for coordinating, developing, and implementing the Agency for Healthcare Research and Quality's (AHRQ) strategy of improving the quality and accessibility of provider-level, patient-level, and encounter-level data for research purposes. Specifically, she manages the Healthcare Cost and Utilization Project (HCUP), a family of health care databases and related software tools and products developed through a Federal-State-Industry partnership. HCUP databases bring together the data collection efforts of State data organizations, hospital associations, private data organizations, and the Federal government to create a national information resource of patient-level health care data. These databases enable research on a broad range of health policy issues, including cost and quality of health services, medical practice patterns, access to health care programs, and outcomes of treatments at the national, State, and local market levels.

Prior to joining AHRQ, Ms. Schnaier spent 11 years as a Health Services and Policy Researcher at Research Triangle Institute (RTI), an independent nonprofit organization performing research in many disciplines for government and commercial clients. While at RTI she served as Project Director for the Consumer Assessment of Healthcare Providers and Systems (CAHPS®) for both the Medicare Fee-for-Service and Medicare Managed Care projects focused on health care consumers and their information needs for health care decisionmaking. She also has served as project director and analyst for a number of other large studies funded by other agencies including the Health Care Financing Administration, the Department of the Army, the Food and Drug Administration, the Centers for Disease Control and Prevention, and the National Institute of Mental Health. Articles written by Ms. Schnaier have appeared in such journals as Medical Care and Health Care Financing Review. She has also written chapters in two books dealing with veterans, and mental health.

Ms. Schnaier received her B.A. from Rutgers University in Psychology and English, a Masters Degree in Counseling Psychology from the University of Maryland, and has studied health care policy through graduate level course work from the School of Hygiene and Public Health, Johns Hopkins University. Ms. Schnaier became an Excellence in Government Fellow in 2007, having been selected to undertake a year-long leadership development program sponsored by the Council for Excellence in Government.
