The Library of Congress' New Residential Scholars Center and Temporary Child Care Center, Washington, D.C.
PRESOLICITATION NOTICE/SYNOPSIS. PROCUREMENT IS UNRESTRICTED, FULL AND OPEN COMPETITION.
PROJECT MAGNITUDE: More than $10,000,000(See FAR 36.204 Disclosure of the Magnitude of Construction Projects).
The Architect of the Capitol (AOC), 2nd and D Streets SW, Washington, DC, is hereby notifying interested offerors of its intent to issue Solicitation No. RFP No. 120007 for the construction of The Library of Congress' New Residential Scholars Center and Temporary Child Care Center. The successful offeror shall furnish all the labor, equipment, and materials required to perform the work. The project also requires the subsequent removal of the Temporary Child Care Center upon completion of the Residential Scholars Center.
The project consists of the renovation and addition to the two-building complex at 601 East Capitol St. SE, Washington DC, to become a 50-unit residential facility for visiting scholars who would be utilizing the facilities at the Library of Congress.The buildings formerly housed a school and convent:the 4-story east building was used for classroom and support functions with the top floor - a later addition - developed as residential units for instructors; the 2-story west building was a gym and support space. The Federal Government purchased the property in 1991 and converted the lower floor of the two buildings to a child care facility; the upper floors have remained vacant. The renovation will remove the top story and roof structure of the east building and replace it with a new story; the roof structure of the west building will also be replaced.A new floor will be inserted within the former gym box and new window openings inserted in its façade. A new entry pavilion and bridge will unite the buildings at the north.
The project also consists of providing a temporary modular child care center to be located offsite.The construction, subsequent removal of the temporary modular child care center and site restoration is part of this project. The child care facility will return to occupy the lower level of both buildings, while the upper floors will be substantially altered to develop residential units, a multi-purpose room, and two lounge areas for the residents.

Description: Amendment 04 which extends the due date for proposals to JUNE 15, 2012, answers an RFI regarding pricing information, and provides an alternate bid schedule just to price the construction of the LOC Residents Scholar's Cener. NOTE: Please provide both Bid Schedules at the time of the due date of bids: The Original Schedule with the Modular as the Base and the Residents Scholar's Center as the Option, and the Alternate Bid Schdule which is included in this modifcation.
Description: Amendment 05 establishes a 2nd site visit for June 7, 2012 from 5-6PM at the Resident's Scholars Center. Offerors should meet at the Gymnasium entrance on 6th Street SE at 5PM. This tour is only for the RSC portion. The Modular site is visible from the public sidewalk.
