The Architect of the Capitol (AOC) is posting this sources sought announcement for acquisition planning purposes and no formal solicitation exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, experience, administrative, management, and financial capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a sole source or an alternate procurement strategy is warranted.


 


The Federal Acquisition Regulation (FAR) in Part 2 defines "Federal agency" as "...any executive agency or any independent establishment in the legislative or judicial branch of the Government (except the Senate, the House of Representatives, the Architect of the Capitol, and any activities under the Architect's direction)." 


 


The AOC is working to develop an agency specific regulation and is looking for sources with extensive experience working with the FAR in developing contracting policies and acquisition regulations. Specific experience with assisting in the writing of federal contracting/acquisition regulations is highly desired.  Must have experience using latest Microsoft Word and Power Point software.  Please do not respond to this notice if your background and experience is other areas such as program or project management. 


 


The capability package submitted shall address the work listed above, demonstrate the company's capability to perform the work, and describe previous procurements performed of similar scope.  Additionally, all responses to this sources sought shall provide the resume of the project manager or lead consultant responsible on the similar projects.  All response shall include the following information: (1) company name and address; (2) point of contact to include e-mail address and telephone number; and (3) business size and type (8(a), HubZone, Small Business, etc).
