Medicaid Statistical Information System (MSIS) State Summary Datamarts

WELCOME TO THE MSIS STATE SUMMARY DATAMART!

This page provides background needed to take advantage of the capabilities of the MSIS State Summary Datamart.  This mart allows the user to develop high-level statistical tables covering a range of Medicaid program statistics using a simple drag-and-drop table building tool.

This page also links to an MSIS Drug Utilization Datamart, which provides high level Medicaid utilization statistics for selected groups of drugs.

It is critical that users have a fundamental understanding of basic Medicaid program terminology and of the data coding captured by MSIS.  This data is the source for ALL of the statistics available in the datamart.  MSIS data definitions are available in the MSIS Data Dictionary. While we strive to make this tool as useful as possible, please be aware that response time for tables can vary greatly based on the browser access speed, CMS server performance, number of concurrent users, and table complexity. We are trying to improve performance on an ongoing basis. However, in order to minimize wait time, we strongly encourage the use of the “get data later” function described in the user guide.

BACKGROUND

Since the implementation of the Balanced Budget Act of 1997, States have been submitting eligibility and claims program data to CMS through the Medicaid Statistical Information System (MSIS).  The five files, submitted quarterly, include one file which contains eligibility and demographic characteristics for each person enrolled in Medicaid at any time during the quarter, and four separate files of claims adjudicated for payment during the quarter for long-term care services, drugs, inpatient hospital stays and all other types of services.  The state-submitted data include over 65 million eligibility records and over 3 billion claims records per year. The data are subject to validation edits which test whether individual data fields are within appropriate ranges and then distributional quality checks to evaluate the reasonableness of the information across data elements and quarters.

After the edits are complete, the files accepted by CMS are loaded into a granular data warehouse.  The State Summary DataMart has been developed to extract pre-aggregated data from the granular tables for pre-determined dimensions and measures and display the aggregated statistics for analysis.  For each fiscal year (FY) beginning with FY 1999 (October 1998-September 1999),quarterly and monthly data cubes were built which contain measures and dimensions of the most commonly asked statistical questions.  This mart was NOT developed to answer all research  questions, but CMS believes that the mart will provide much needed support to States and others who have a need to obtain State-specific and/or national data quickly and efficiently.

The quarterly data cube includes summary information on Medicaid eligibility and utilization and contains the following dimensions:  State, period (quarterly or annual), age group, race, sex, MAS (maintenance assistance status), BOE (basis of eligibility), dual eligibility status, CHIP status, program type, plan type, service category, service type, claim type, and adjustment indicator.  The available measures are:  unique eligible count, unique beneficiary count, total claims count, total Medicaid paid amount, encounter total claims count, unique encounter beneficiaries count, unique enrollees, total days of care count, and IP discharge total count.  

The monthly data cube is restricted to eligibility information and contains the following dimensions:  State, period (fiscal month or year), age group, race, sex, MAS (maintenance assistance status), BOE (basis of eligibility), and SCHIP status.  The measures are:  unique eligible count, unique enrollees count, eligible full period count and total months eligible count.

 The guide is a concise explanation of how to navigate the mart along with several suggestions to simplify the process.   You may refer questions to the CMS help line at msis@cms.hhs.gov.  In addition to the user guide, Cognos Powerplay web has an online help feature accessible through the “?” button on the bottom tool bar.  

Remember, the data is State reported and may contain some data errors not identified by the edit and data quality review processes. Review the data anomalies documentto understand some of the idiosyncrasies of the overall and State-specific data.

Using the web-cubes:

The FYs 1999-2010 are available both quarterly and monthly. Currently data is loaded to the mart after the full fiscal year’s files have been through the data validation and quality review and were accepted by CMS.  Missing States have either not successfully completed their data submissions for the subject year, or are waiting to be loaded.  

A correction to the CHIP dimension in the MSIS State Summary Data Mart has been applied to FY2009 and FY2010 and will be applied to all prior years (1999 – 2008). In the interim, users are advised not to use the values in the CHIP dimension as they currently reside in the Data Marts for FY1999 - FY2008. Until the program logic is corrected, the number of individuals who are shown to be enrolled in State CHIP only programs is erroneously understated except for FY2009 and FY2010 where the CHIP dimension has been corrected. CMS will post a notification as each year is corrected. We apologize for any inconvenience this has caused.

Please note due to the correction of CHIP dimension, in the monthly cubes of FY2009 and FY2010, monthly total counts now reflect the total fiscal quarter records. Users should use either the BOE or MAS dimension to exclude monthly Not Eligible counts and to derive monthly eligible counts.
