Jim Weber is the Director of the Office of Operations Management (OOM) where he also serves as the Agency's Deputy Ethics Counselor and Collective Bargaining Official. As the Director of OOM, he is responsible for numerous Agency-wide programs including human capital management (recruitment, retention, and talent development), physical and personnel security, performance management and awards, ethics, labor and employee relations, and facilities and property management. Additionally, he oversees the Office of Hearings (OH), which provides support to the Provider Reimbursement Review Board and the Medicare Geographic Classification Review Board, as well as conducts Medicare and Medicaid hearings which are not within the jurisdiction of other established appeal forums.

Mr. Weber has been with CMS for 18 years where he has served in progressively more senior positions. He has previously served as the Chief Negotiator for CMS, representing all managers in negotiating a collective bargaining agreement with the American Federation of Government Employees, the exclusive representative of most CMS non-supervisory employees. In February 2008, he was selected into the Senior Executive Service as the Deputy Director of OOM.

Mr. Weber began his federal career in 1993 after earning his BBA and MBA from Loyola College in Maryland.
