The Federal Trade Commission plans to hold a one-day public workshop to examine developments in the health care sector relating to “clinical integration” among health care providers. Clinical integration is a term used to describe certain types of collaborations among otherwise independent health care providers to improve quality and contain costs. The 1996 joint FTC/Department of Justice Statements of Antitrust Enforcement Policy in Health Care expressly recognize the relevance of such integration to the antitrust analysis of health care provider networks that seek to collectively negotiate contracts with payers on behalf of their members.

The workshop will examine current activities aimed at fostering high quality, cost-effective care through collaborations among otherwise independent providers, including an examination of programs already operating as well as those in development. The FTC seeks to obtain the perspectives of a cross section of market participants, including physicians, hospitals, government purchasers, private health plans, and employers, as well insights from health policy researchers and analysts and legal counsel. The workshop is part of the FTC’s ongoing efforts to study developments in health care that can help inform its antitrust analysis, to ensure that consumers are protected from anticompetitive conduct and that legitimate efficiency-enhancing joint venture activities are not discouraged. For more information, contact Ken Field at 202-326-2868.

The workshop, which will be free and open to the public, will be held at the FTC’s satellite building conference center, located at 601 New Jersey Avenue, N.W., Washington, DC. All attendees will be required to display a current driver's license or other valid form of photo identification. Members of the public and press who wish to participate but who cannot attend, can view a live Webcast of the workshop through the link below.
