The 802d Contracting Squadron intends to issue a sole source firm fixed priced purchase order to EnChoice Inc., 9280 S Kyrene Rd Suite 101 Tempe, AZ, 85284-2952, for the Phase three (3) Expansion of Filenet P8 System w/Kwikwork. EnChoice Inc. is the only vendor that can provide the final phase of FileNet P8 System w/Kwikwork Software to expand the system to GME, Logistics and 59MDSS/SSGSBI. FileNet P8 System w/KwikWork Expansion in accordance with Attached Statement of Work
JUSTIFICATION:
1. This is a FALL-OUT requirement, i,e. FAR 52.232-18 Availability of Funds: Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of availability to be confirmed in writing by the Contracting Officer.
EnChoice Inc. is the proprietary owner of KwikWork software, which is integrated into the FileNet system currently in place. They are the exclusive supplier and distributor of this product.
The statutory authority permitting other-than-full-and-open competition is 41 U.S.C., 253(c) (1): FAR 6.302-1 and FAR 13.106-1(b)(1). Only one responsible source and no other services will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement. This notice is not a request for competitive proposals. A determination by the Government not to compete this proposed contract will be based on responses to this notice and is solely within the discretion of the Government. Information received will be considered solely for informational purposes. This procurement is not set-aside for small business and the intent of this procurement is to award based on Sole Source requirement. The proposed contract action is for commercial items which the Government intends to solicit and negotiate with only one source under authority of FAR subpart 27.4. The anticipated award date is 15 September 2012.
This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-59 Effective 15 May 2012 and DFARS Change Notice 20120420, effective 20 Apr 2012 apply to this procurement.

The Government intends to evaluate and award without discussions. on this procurement. The intent of this procurement is to award based on sole source requirement. Quotes are not being requested and written solicitation will not be used.
