The above picture illustrates that HHS's mission is to enhance the well-being of Americans by providing for effective health and human services and by fostering strong, sustained advances in the sciences underlying medicine, public health, and social services. In successfully executing HHS’s mission, the vision is to drive the improvement of the health and well-being of people in this country and through-out the world.  As such, HHS has realigned itself around three core domains: Health and Human Services; Administrative; and Scientific Research.  These three domains are represented by the three pillars. Furthermore, there are two cross-functional domains that serve as the foundation: Shared Services and IT & Security infrastructure.  Collectively, these domains represent shared programmatic needs structured to support and perform collaborative planning, analysis, and streamlined decision making.

The Health and Human Services Domain (HHSD) includes IT investments that support access to care, quality health care, disease prevention, health promotion, reduction of health disparities, health administration, and federal programs that promote the economic and social well-being of families, children, individuals, and communities.
