GSA's Service Contract Inventory

Office of Management and Budget (OMB) Memo dated December 19, 2011 Service Contract Inventories (SCIs) requires all federal agencies to develop an inventory of all service contracts greater than $25,000 for FY 2011.  GSA's Inventories were created utilizing data contained in the Federal Procurement Data System (FPDS).  The Inventories are used by GSA to provide a better understanding of how contracted services are being used across the agency to support GSA's primary mission and to insure GSA maintains an adequate workforce to prevent an over-reliance on contractor support.  GSA is using this tool as part of our human capital planning and development process and to ensure a balanced workforce with the appropriate mix of federal and contractor employees.

Footnote: The bulk of what GSA buys is for its government customers. Approx. 75% of the service contract transactions in FPDS for GSA in FY 2011 are Leases, Construction and Maintenance. We do not consider these PSCs as Service Contracts. We have not included them on the SCI.
