Robert M. Noonan

Robert M. Noonan serves as the Deputy Assistant Secretary for the Office of Business Management and Transformation within the U.S. Department of Health and Human Services.  Mr. Noonan leads an organization that provides Department-wide leadership, centralized oversight and coordination of ASA budget formulation and execution, multi-sector workforce activities and business transformation initiatives.  Additional responsibilities include the provision of results-oriented strategic and analytic support for HHS management components. Mr. Noonan serves as the ASA representative for two key Departmental forums: the Information Technology Investment Review Board and the Service and Supply Fund Work Group.

Mr. Noonan became a member of the Senior Executive Service in 2002.  He earned a Master’s Degree in Health Services Administration from The George Washington University.
