This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.  See attached solicitation. The solicitation number is MCC-10-0099-RFP-80 and is issued as a Request for Proposal. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-43, effective July 23, 2010.

The Millennium Challenge Corporation (MCC) is a Federal Corporation created
under Title VI of the Foreign Operations, Export Financing, and Related Programs Appropriations Act, 2004.

The Millennium Challenge Corporation's (MCC) Board first selected the Philippines as eligible to begin developing a compact in March 2008. Soon thereafter, the Government of the Republic of the Philippines (GRP) appointed a manager for its compact development team and made preparations to launch public consultations. In December 2009, MCC conducted a final appraisal of three projects ultimately proposed by GRP, agreed to changes to project designs, outlined GRP financial resource implications, and secured agreement on important project-level conditions precedent.
MCC and the GRP have agreed in principle on a Compact program that includes three investments:

1. Reforms and investments to modernize the Bureau of Internal Revenue (BIR) to increase fiscal space for public good investments and social spending, while reducing opportunities for corruption in tax administration;

2. Expanding Kalahi-CIDSS, a community-driven development project; and

3. Rehabilitating of the Samar province secondary national roads.

To this end, with respect to the Kalahi-CIDSS project noted above, the
MCC is in need of a firm to develop an appropriate risk management plan and identify appropriate project management systems to ensure that an appropriate level of technical assistance and oversight is provided.

A  hybrid contract, which has a firm-fixed price base year and time-and-materials (T&M) Option Years, is anticipated.

The period of performance is one year with options for two additional years.

This requirement is being synopsized under the North American Industry Classification System code 541690 - Other Scientific and Technical Consulting Services, and the size standard is $7.0M.
