     HHS Secretary Louis W. Sullivan, M.D., today named William
Toby Jr. to serve as acting deputy administrator of the Health
Care Financing Administration.   J. Michael Hudson, the HCFA
deputy administrator who took over as acting administrator in
March, will assume new duties today as counselor to the deputy
secretary.  With his departure, Toby becomes the acting
administrator.                                                    
     Toby has been HCFA's regional administrator in Region 2
since June 17, 1977.  Before assuming the regional
administrator's position, Toby was regional commissioner of the
Department of Health, Education and Welfare's Social and
Rehabilitation Service in Region 2.  Prior to that, Toby served
as inter-governmental relations officer in the New York City
Mayor's Office of former Mayor John Lindsay and held top
positions with HEW and the National Urban League. 
     With headquarters in New York City, HCFA's Region 2 is
responsible for the Medicare and federal Medicaid programs in New
York, New Jersey, Puerto Rico and the U.S. Virgin Islands.  Toby
was responsible for an annual budget of $26 billion.
     Toby, who turned 57 this week, was born in Augusta, Ga., and
raised in New York City.  He completed high school in London,
England, while serving in the U.S. Air Force during the Korean
War.  He graduated from West Virginia State College in 1961,
earned a master's in social work at Adelphi University in 1963
and another in public administration in 1986 from Harvard
University's John F. Kennedy School of Government.
     His numerous awards include the first Health Care Financing
Administration Leadership Award, 1980; HHS' Award for Exceptional
Achievement in controlling Medicaid costs in New York State,
1982; and the Presidential Meritorious Executive Rank Award for
sustained superior accomplishments in management, 1988.
     Toby is married to the former Dianne Anderson of Aberdeen,
S.D., and they have twin sons, Kenneth and Michael.
