Guidelines for Investigator-Initiated Resource-Related Research Projects Applications (R24)

The R24 is an investigator-initiated grant mechanism used by the NIH to support projects that will enhance the capability of resources to serve biomedical research. Within the NHLBI, the R24 is used to support projects that enhance the conduct of basic, translational, and clinical research through the development of resources or infrastructure. As noted below, the scope of the R24 must address a national need that fulfills the NHLBI's strategic vision and provides resources to the broader scientific community.

Advance permission from the NHLBI is required prior to submitting an R24 resource application that is related to the Institute's mission. New (Type 1) and renewal (Type 2; formerly “competing continuation”) applications are subject to the policy. Applicants must request $500,000 or greater in direct costs in any given year. Applicants that do no request $500,000 or more in at least one year will not be considered for submission of an R24 grant application.

All prospective R24 grant applicants should send a letter to the Institute requesting permission to submit an R24 grant application.

• The NHLBI accepts requests for advance permission to submit an R24 resource application to the NHLBI twice a year - on May 15 and on November 15.
• A meeting of the applicant with NHLBI staff is required by April 17 for the May 15 deadline and by October 18 for the November 15 deadline, prior to sending a letter requesting permission to submit an R24 application. The NHLBI staff contacts listed below will direct you to the appropriate staff to set up a staff visit.

If the decision is positive, the NHLBI's response letter must be included as a cover letter with the application upon its submission to the Center for Scientific Review. Without the letter, the application will be returned to the applicant. If approved, the applicant can submit a new (Type 1) or a renewal (Type 2) application on any of the following three dates:

The request should be sent to the Director of the Division most relevant to the proposed research and should generally be no longer than 5 pages. In order to enable the Institute to make an informed decision, the request must provide:

• Specific aims of the proposed resource-related research
• Details of any resource or infrastructure that will be created or enhanced
• Description of the need or gap that will be addressed
• An explanation of the benefit, value, significance, and potential impact on NHLBI-supported research, with a clear description of how the broader scientific or clinical community will benefit
• Direct costs and total costs for each year and direct and total costs for the entire program period
• Names of key investigators
• Plans to distribute and share the resources
• Sunset or transition plans

Applications for NHLBI R24 grants must comply with the NHLBI Guidelines for Applications with Direct Costs of $500,000 or More in Any One Year .   Applicants should contact the appropriate NHLBI Program Staff as early as possible when contemplating submission of an application. One letter can be used to address the $500,000 direct cost policy and the R24 request to submit an application.
