The Federal Bureau of Prisons, Privatized Corrections Contracting, Office, Washington, D.C. is seeking proposals from sources having the ability to provide community-based outpatient substance abuse treatment services, mental health treatment services, and medication monitoring for male and female inmates confined in the Residential Reentry Center (RRC) and on home confinement. The location where services are to be provided shall be within a ten (10) mile radius of the RRC, 625 N Euclid Ave., Suite 110, St. Louis, MO and within 600 meters of a public transportation route. Performance periods under this contract will be for a one-year base period estimated to begin on February 1, 2013 with four (4) one-year option periods, with service ending (if all options years are renewed) on January 31, 2018. The services required for this contract include a Base Year, Option Year One, Option Year Two, Option Year Three, and Option Year Four.

The requirements for Transitional Drug Abuse Treatment (TDAT) and Mental Health Services for male and female Federal offenders includes:

Base Year: 02/01/2013 - 01/31/2014
Estimated number of TDAT inmates = 125
2011 - Intake Assessment (one per inmate), 100 inmates = 100 assessments
2010 - Individual Counseling ( 30 minutes = 1 unit); 48 units (per inmate) x 100 inmates = 4800 units
2020 - Group Counseling (30 minutes = 1 unit); 72 units (per inmate) x 100 inmates = 7200 units
2030 - Family Counseling (30 minutes = 1 unit), 8 units (per inmate) x 10 inmates = 80 units
Individual Transportation - 125 Inmates x 104 trips (10 miles each way) ( 4 trips per week x 26 weeks= 104 trips) = 13,000 trips one way.
Mental Health Services :
5011- Mental Health Assessment and Report (one per inmate) 1 x 25 = 25 reports
6010 - Mental Health Individual Counseling - (30 minutes = 1 unit) 48 units per inmate x 25 inmates = 1200 units
6020 - Mental Health Group Counseling - (30 minutes = 1 unit) 72 units per inmate x 25 inmates = 1800 units
6051 - Medication Monitoring, 1 visit per inmate x 25 inmates = 25visits

The services shall be in accordance with the Federal Bureau of Prisons Transitional Drug Abuse Treatment (TDAT) Statement of Work dated April 2011, No Masters. The request for proposals will be distributed solely through the General Services Administrations Federal Business Opportunities web site http: //www.fedbizopps.gov. Hard copies of the quotation will not be available. The site provides downloading instructions. All future information about this acquisition, including quotation amendments, will be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The issue date is anticipated on September 30, 2012.

Faith-Based and Community -Based Organizations can submit offers/bids/quotations equally with other organizations for contracts for which they are eligible. The BOP anticipates awarding a firm-fixed price contract. All responsible small business concerns may submit a proposal which will be considered by this agency.
