Fuels and Fuel Additives Registration


Under section 211 of the Clean Air Act, refiners and importers must register their products with EPA before those products are offered for sale. EPA uses registration information to identify product emissions that may pose an unreasonable risk to public health. In certain cases, health effects testing is required before a new product can be registered, or for an existing product to maintain its registration.

Only gasoline and diesel fuel and fuel additives produced and commercially distributed for use in highway motor vehicles must be registered. Fuel intended for use exclusively in off-road vehicles, engines, or equipment is not required to be registered.

Under the registration program, manufacturers are required to analyze the combustion and evaporative emissions generated by their fuel and fuel additive products, survey existing scientific information for each product and, where adequate information is not available, conduct tests to screen for potential adverse health effects of these emissions.

Update for E15 Registration: If you are a manufacturer/importer of ethanol and wish to register its use in gasoline at up to 15 percent by volume, please fill out EPA Form 3520-13, Fuel Additive Manufacturer Notification. This form must be filled out even if you are already registered for the use of ethanol in gasoline at up to 10 percent by volume. For item 18 on the form, select “E15” from the drop-down menu for Group Description, and “Renewable Fuels Association – Growth Energy/API” from the drop-down menu for Organizing Entity if you are relying on information developed by Renewable Fuels Association – Growth Energy and API for completing your registration application.

If you are the manufacturer/importer of gasoline or blendstock for oxygenate blending (BOB) to which you intend to add up to 15 percent ethanol by volume, please fill out EPA form 3520-12, Fuel Manufacturer Notification for Motor Vehicle Fuel. This form must be filled out even if you are already registered for the use of ethanol in gasoline at up to 10 percent by volume. For item 13 on the form, select “E15” from the drop-down menu for Group Description, and “Renewable Fuels Association – Growth Energy/API” from the drop-down menu for Organizing Entity if you are relying on information developed by Renewable Fuels Association – Growth Energy and API for completing your registration application.

IMPORTANT! Manufacturers and importers above must satisfy the misfueling mitigation conditions of the E15 partial waivers in addition to the regulatory requirements at 40 CFR 80, subpart N, prior to the introduction into commerce of E15. These conditions include submission and EPA approval of an E15 misfueling mitigation plan (MMP) and participation in the E15 survey program. Additional requirements may apply.
