Product reregistration is EPA's program for implementing reregistration eligibility decisions by ensuring that required risk reduction measures are reflected on pesticide product labels. EPA has completed its review of the safety of pesticide active ingredients registered before November 1984. These pesticides were reviewed under the Reregistration Program, and the results of EPA’s reviews are summarized in Reregistration Eligibility Decision (RED) documents.
To initate the product reregistration process, after reviewing a pesticide active ingredient and issuing a RED, EPA sends pesticide producers, or registrants, a Data Call-In (DCI) notice requesting product-specific data and revised labeling. This information is needed to complete reregistration for each of the individual pesticide products covered by the RED. After reviewing product-specific data and updated labeling, EPA may reregister products that meet current standards.
Several outcomes are possible for a pesticide product completing this final phase of the reregistration process:
- Reregistered Product -- If the required product-specific data and revised labeling are acceptable, EPA may reregister the pesticide product.
- Amended Product -- If the product contains multiple pesticide active ingredients, the Agency issues an amendment to the product’s registration, incorporating the labeling changes specified in the RED. A product with multiple active ingredients cannot be fully reregistered until the last active ingredient in its formulation is eligible for reregistration.
- Suspended Product -- The Agency may temporarily suspend a product’s registration if the registrant has not submitted required product-specific studies within the time frame specified. Read more about suspension of registrations.
- Canceled Product -- The Agency may cancel a product’s registration because the registrant did not pay the required registration maintenance fee. Alternatively, the registrant may request a voluntary cancellation of its end-use product registration.

Product Reregistration Universe
A total of 24,576 products were subject to product reregistration as of the end of fiscal year (FY) 2011. The following information is a snapshot in time, showing the current status of these products.
After refining the number and status of products in the universe during FY 2010, EPA started using the revised numbers in reporting the status of the product reregistration universe in FY 2011.
Product Reregistration Actions
EPA completed a total of 1,218 product reregistration actions during FY 2011.
REDs with Product Reregistration Decisions Completed
Product reregistration has been completed for 254 REDs (out of a total of 384 REDs). The 254 REDs that have completed product reregistration include 29 organophosphate (OP) pesticides (out of 31 OPs). See list of REDs that have completed product reregistration.
External Review
As a result of an external review of the product reregistration process that was completed in 2006-2007, EPA has streamlined internal workflow processes to improve the timeliness and overall productivity of the product reregistration program.
